This system of registration would no doubt be troublesome, but it is the only way of checking the present evil system of giving advances which, now that labour is so well paid, is not really necessary, and that it is not so is evidenced by the fact that the large bodies of labourers employed in the gold mines receive no advances whatever.

These officers so neglected or failed to discharge their duty, that in nearly half the organized counties of the interior no attempt whatever was made to obtain the census or registration; and in the counties lying on the Missouri border, where the pro-slavery party was strong, the work of both was exceedingly imperfect, and in many instances with notorious discrimination against free-State voters.

Modern music, with its orchestral registration, its swiftness and staccato, would be a sacrilege on this key-board. The bronze statue of Coster did not unduly excite us. The Dutch claim him as the inventor of printing, but the Germans hang on to Gutenberg. At Leyden there is a steam train to Katwyk-aan-See; at Haarlem you may ride out to Zandvoort, and six miles farther is the North Sea Canal.

So Registration came the first real step towards organising the nation. 150,000 voluntary workers helped to register all men and women in the country, from eighteen to sixty-five, and on the results Lord Derby built his group system, which almost enabled us to do without compulsion.

They have smiles and greetings for everybody for you, without the price of a glass of beer in your pocket, for the timid hobo who lurks in the corner and who certainly hasn't a vote, but who may establish a lodging-house registration.

It was with the special object of maintaining the rights of the owners as well as of the slaves that Gordon proposed a set of regulations, making the immediate registration of slaves compulsory, and thus paving the way for the promulgation of the Slave Convention already under negotiation. His propositions were only four in number, and read as follows:

He is the living artist in our midst, and we need not think of him as merely the anthropological variation or as an archaeological diversion merely. He proves the importance of synthetic registration in peoples. He has created his system for himself, from substance on, through outline down to every convincing detail.

He added, that judging by the conduct of that assembly, it would have been to jeopardise anew the King's authority, to send for registration this act of abrogation to the Parliament, which would assuredly have given in public a proof of formal disobedience, in refusing to register; that there being no other remedy than a Bed of justice, he had thought it best to assemble one, but in secret, so as not to give time or opportunity to the ill-disposed to prepare for disobedience; that he believed, with the Keeper of the Seals, the frequency and the manner of the parliamentary remonstrances were such that the Parliament must be made to keep within the limits of its duty, which, long since, it seemed to have lost sight of; that the Keeper of the Seals would now read to the Council the act of abrogation, and the rules that were to be observed in future.

It was French that undertook to deal with all matters pertaining to the organization of a company by which the mine should be operated. Registration of claim, the securing of capital, the obtaining of charter, all these matters were left in his hands. A few weeks' correspondence, however, revealed the fact that for Western enterprises money was exceedingly difficult to secure.

Thus Massachusetts requires that those wishing to exercise the elective franchise in the future must be able merely to read the English language; and expends annually more than four dollars per capita to educate them; while Mississippi requires, not only future electors, but those who have previously exercised the right to vote to give "a reasonable interpretation" to the satisfaction of a registration officer, and expends annually less than one dollar per capita for education!
