The only serious mistake of his policy had been that he had quietly discouraged the introduction of free settlers, "because," as he said, "the colony is intended for convicts, and free settlers have no business here". His successor Sir Thomas Brisbane and, afterwards, Sir Ralph Darling adopted a more liberal policy, and offered every inducement to free immigrants to make their homes in the colony.

Tozer, in reply, stated that he realised that Cooktown deserved some recognition of the historical fact that Captain Cook's only lengthy stay in Australia was in the locality, but, he explained, "The position is this: down in Brisbane we have deputations of unemployed asking us for bread; now I have come up here, and you have asked me for a stone." This reply settled the question.

We had now obtained a fair amount of cargo, and I would have returned to Brisbane well satisfied with our voyage; but Harry, being anxious to get as many pearls as could be procured, resolved to wait on as long as they came in freely and he had goods to pay for them.
