The inevitable result of this poverty is malnutrition, resulting in low vitality, lack of resistance to disease, short life-period, huge infantile mortality. In 1909, and again in 1911, further steps were taken to secure effective co-operation between the General Staffs. Naval defence proved a harder problem to solve. A beginning was made. Ultimately, however, thanks to President Roosevelt's masterly diplomacy and the conciliatory spirit of the Japanese, an agreement was arrived at, and the Treaty of Peace between Japan and Russia was signed on 5th September 1905. Of the terms of the treaty it is not necessary for me to speak here, since they in nowise affect the fortunes of the present historian.
The result is that the political and social ideas of the intelligentsia are almost wholly derived from countries whose structure is totally different from their own. We shall presently see that this fact had an important bearing on the development of the outbreak of 1905.
Here, from the year 1905 onward, a "Liberal" government in nominal power was opposed at every turn persistently, desperately, sometimes hysterically, by a "Conservative" opposition. The Liberals, after years of worsted effort, saw that they could make no possible progress unless they broke the power of the always Conservative House of Lords.
On June 23, 1905, the artistic and literary colony which had gradually grown up about his home in Cornish celebrated the twentieth anniversary of his coming there by a fête and open-air masque held in the groves of Aspet. The beauty of this spectacle has become almost legendary.
