At Esquimalt off Victoria, British Columbia, and at Halifax, Nova Scotia, before the outbreak of the present war, were Imperial naval stations; but these were being reduced to a minimum.

Canada assumed control of the fortifications of Halifax and Esquimalt in July, 1905, and the replacing of British by Canadian soldiers was complete by February, 1906. The naval dockyard at Halifax was handed over to the Canadian Government authorities in January, 1907; and from end to end of the Dominion Canada is now in complete and undivided control of her own territory.

At the instance of the secretary of state the government agreed to build immediately a road from Esquimalt to Nanaimo on Vancouver Island, to prosecute the surveys with vigour, and make arrangements for the completion of the railway in 1890. Mr.

The bill was passed in March. Recruiting for these ships was begun and, while not speedy, was reported by the department as satisfactory. The Halifax and Esquimalt dockyards were taken over.

In case of a European war, it is possible that the British navy will not be able to hold open the route through the Mediterranean to the East; but having a strong naval station at Halifax, and another at Esquimalt, on the Pacific, the two connected by the Canadian Pacific Railroad, England possesses an alternate line of communication far less exposed to maritime aggression than the former, or than the third route by the Cape of Good Hope, as well as two bases essential to the service of her commerce, or other naval operations, in the North Atlantic and the Pacific.

While this route was feasible, the mountain portion promised to be extremely expensive. This factor, together with the uncertainty of government policy and the desire of Victoria to have the road built to Bute Inlet and thence, by a bridge across Valdes Strait, carried down to Esquimalt, made it necessary to seek untiringly, year after year, for alternative routes.

Because California and Oregon had gone American, some small British warships lay at Esquimalt harbour. The little fort had expanded beyond the stockade. The governor's house was to the east of the stockade. A new church had been built, and the Rev. Edward Cridge, afterwards known as Bishop Cridge, was the rector. Two schools had been built. Inside the fort were perhaps forty-five employees.

Cameron, an English gentleman residing at Esquimalt Harbor, Vancouver Island, informed me that on his place there were graves having at each corner a large stone, the interior space filled with rubbish. The origin of these was unknown to the present Indians.

It will consist to some extent of coal; but there is water competition for the carriage of this article of merchandize; and the station at Victoria is too far from the town at present for much of it to come by rail for consumption in the town. There is a wharf in the harbour of Esquimalt, at which coal can be delivered to men-of-war lying there. Mr.

On Vancouver Island, the Esquimalt and Nanaimo Railway, which had been projected originally when it was hoped that Canada's first transcontinental would find its terminus at Victoria by crossing the straits from Bute Inlet, was acquired from the Dunsmuir interests. On the mainland of British Columbia activity was concentrated in the southern section.
