That the countries of Europe currently react with accommodation to what, only six decades ago, would have triggered war among them, may be the greatest achievement of the Euro-Atlantic enterprise. M. Anatole France, historian and adventurer, has given us many profitable histories of saints and sinners, of Roman procurators and of officials of the Third Republic, of grandes dames and of dames not so very grand, of ornate Latinists and of inarticulate street hawkers, of priests and generals in fact, the history of all humanity as it appears to his penetrating eye, serving a mind marvellously incisive in its scepticism, and a heart that, of all contemporary hearts gifted with a voice, contains the greatest treasure of charitable irony.

Very little is known of the procurators appointed after the deposition of Archelaus, until Tiberius sent Pontius Pilate in A.D. 26. He held office until he was deposed in 36. Josephus gives several examples of his wanton disregard of Jewish prejudice, and of his extreme cruelty.

Some were of opinion that it was necessary to get rid of the president, either openly or by secret assassination; while others recommended that he should be invited into Peru, where it would be easy to oblige him to agree to all their demands; or where at least they could draw their negociations with him to a great length, by insisting on convening an assembly of deputies and procurators from all the cities of the kingdom at Lima, to deliberate on the subject of his reception, and to determine whether he should be received or not; and, as Peru was of vast extent, it would be easy to put off the meeting of that assembly for two years, during which period the president might be kept in the isle of Puna under a confidential guard, by which he might be prevented from writing to Spain that the country was in rebellion; more especially as they could keep him in continual suspense, by representing that the general assembly could not meet sooner on account of the vast distance of some of the cities.

In 1470 he went to Rome, where his compatriot Giovanni Dalmato, the sculptor, of Traù, was at work on the monument of Paul II. He went as representative of the procurators to Paul II., in reference to certain charities left by Bishop Vignacco, who died at Porto, near Rome. In 1472 it is stated that he had let all the houses which he had in the Venetian dominions.

The Society of Procurators, or Attornies, entitled to practise in the inferiour courts at Edinburgh, had obtained a royal charter, in which they had taken care to have their ancient designation of Procurators changed into that of Solicitors, from a notion, as they supposed, that it was more genteel ; and this new title they displayed by a publick advertisement for a General Meeting at their HALL.

Then, while one army advances on Saint Etienne, which Gilles abandons to take refuge with his little band in the fortified manor of Mâchecoul, another army lays siege to Tiffauges. "During this time the priest hastens his redoubled investigations. He delegates commissioners and procurators in all the villages where children have disappeared.

They charged him with having publicly declared Cortez a traitor and a rebel: with having intercepted and suppressed his letters addressed to the king, keeping his majesty in ignorance of their contents and of the important services he had performed, while he diligently forwarded all letters calculated to promote the interest of Velazquez: with having prevented the representations of Cortez from being heard in the council of the Indies, declaring that they should never be heard there while he lived: with having interdicted the forwarding of arms, merchandise, and reinforcements to New Spain: and with having issued orders to the office of the India House at Seville to arrest the procurators of Cortez and all persons arriving from him, and to seize and detain all gold that they should bring.

At his death his dominions were divided among his sons by the foreigner, who thus more effectually brought the country under control; for the smaller the size of subject states the more absolute is the power of the suzerain. Judaea was given to Archelaus; but it was soon taken from him, to be administered by the Romans themselves through their procurators, of whom Pilate was one.

To overturn the Roman eagle, to destroy the works of art raised by the Herods, in which the Mosaic regulations were not always respected to rise up against the votive escutcheons put up by the procurators, the inscriptions of which appeared tainted with idolatry were perpetual temptations to fanatics, who had reached that degree of exaltation which removes all care for life.
