In another time of change and challenge, I had the honor to be the first President to be elected in the post-cold-war era, an era marked by the global economy, the information revolution, unparalleled change in opportunity and in security for the American people.
Its convenient geographic sprawl part Europe, part Asia allows it to pose as both a continental power and a global one with interests akin to those of the United States. Hence the verve with which it delved into the war against terrorism, recasting internal oppression and meddling abroad as its elements.
All of these efforts at home give meaning to our efforts abroad. Since the close of the Second World War, a global civil war has divided and tormented mankind. But it is not our military might, or our higher standard of living, that has most distinguished us from our adversaries. It is our belief that the state is the servant of the citizen and not his master.
Indeed a foretaste of the devastation which this consuming fire will wreak upon the world, and with which it will lay waste the cities of the nations participating in this tragic world-engulfing contest, has been afforded by the last World War, marking the second stage in the global havoc which humanity, forgetful of its God and heedless of the clear warnings uttered by His appointed Messenger for this day, must, alas, inevitably experience.
Tonight I ask all our trading partners, developed and developing alike, to join us in a new round of trade negotiations to expand trade and competition and strengthen the global economy and to begin it in this next year. There are more than 3 billion human beings living in Third World countries with an average per capita income of $650 a year.
Indeed, it is arguable whether inflation was subdued in America as elsewhere by the farsighted policies of central bankers. A better explanation might be overcapacity both domestic and global wrought by decades of inflation which distorted investment decisions.
The opening months of the second phase of the Ten-Year Plan have witnessed, on the American, the European, the African, the Asiatic and the Australian fronts, a succession of victories rivalling, in their variety, rapidity and significance, the prodigious efforts exerted, and the superb exploits achieved, during the first twelve months of the Global Crusade, by the mighty company of the stalwart Knights of Bahá’u’lláh in well nigh a hundred virgin territories scattered over the face of the planet.

The estimated expenditures in the next and current fiscal year compare as follows with those of a year of global war and a prewar year: Total Budget expenditures Although allowances for occupation, demobilization, and defense are drastically reduced in the fiscal year 1947, they will still amount to 42 percent of the total Budget.
But we must do everything in our power to increase the chance they will choose wisely, to be constructive members of the global community. That is why we must support those Russians struggling for a democratic, prosperous future; continue to reduce both our nuclear arsenals; and help Russia safeguard weapons and materials that remain.
Planning to inscribe, in chronological order, the names of the spiritual conquerors on an illuminated Roll of Honor, to be deposited at the entrance door of the inner Sanctuary of the Tomb of Bahá’u’lláh, as a permanent memorial of the contribution by the champions of His Faith at the victorious conclusion of the opening campaign of the Global Crusade which is destined to attain consummation at the Most Great Jubilee commemorating the Centenary of the Declaration of His Mission.
