And when the ambassadors had brought back their report, it seemed good to the people that in the following year there should be appointed neither consuls nor any other magistrate, but decemvirs only; that is to say, ten men, who should set in order the laws of Rome.
Concerning the punishment only of the decemvirs was their demand immoderate: for they thought it but just that they should be delivered up to them, and threatened to burn them alive.
When the senate met, many of the senators, but particularly Valerius and Horatius, inveighed against the insolence of the decemvirs, whose power would forthwith have been cut short, had not the senate through jealousy of the commons declined to exercise their authority. For they thought that were the decemvirs to lay down office of their own free will, tribunes might not be reappointed.
Sixty!... at the mere news of the possible capture of the Scarlet Pimpernel. The Committee was inclined to be magnanimous. Ferocity yielded for the moment to the elusive joy of anticipatory triumph. A glorious prize was about to fall into the hands of those who had the welfare of the people at heart. Robespierre and his decemvirs rejoiced, and sixty persons had cause to rejoice with them.
Accordingly, at the attainment of their magistracy, they rendered the first day of their office remarkable by threats that inspired great terror. For, while the preceding decemvirs had observed the rule, that only one should have the fasces, and that this emblem of royalty should pass to all in rotation, to each in his turn, lo! On a sudden they all came forth, each with twelve fasces.
Accordingly, some of the junior patricians, being sent to the camp which was at that time on Mount Vecilius, announced to the decemvirs that they should do their utmost to keep the soldiers from mutinying. There Verginius occasioned greater commotion than he had left behind him in the city.
A principle of discretion more congenial to monarchy was introduced into the republic: the art of respecting the name, and eluding the efficacy, of the laws, was improved by successive prætors; subtleties and fictions were invented to defeat the plainest meaning of the Decemvirs, and where the end was salutary, the means were frequently absurd.
When the cause of the decemvirs was now sinking, Lucius Cornelius Maluginensis, brother of Marcus Cornelius the decemvir, having been purposely reserved from among the consular men to close the debate, by affecting an anxiety about the war, defended his brother and his colleagues thus: saying, "he wondered by what fatality it had occurred, that those who had been candidates for the decemvirate, should attack the decemvirs, either as secondaries, or as principals: or when no one disputed for so many months whilst the state was disengaged, whether legal magistrates had the management of affairs, why do they now sow discord, when the enemies are nearly at the gate; unless that in a state of confusion they think that what they are aiming at will be less seen through."
Statues of the famous men of the past, of the kings, priests, and heroes of the legendary period, and of the Grecian -hospes- who was said to have interpreted to the decemvirs the laws of Solon; honorary columns and monuments dedicated to the great burgomasters who had conquered the Veientes, the Latins, the Samnites, to state envoys who had perished while executing their instructions, to rich women who had bequeathed their property to public objects, nay even to celebrated Greek philosophers and heroes such as Pythagoras and Alcibiades, were erected on the Capitol or in the Forum.
The train of virgins was followed by the decemvirs, crowned with laurel, and in purple-bordered robes. From the gate they proceeded by the Jugarian street into the forum: in the forum the procession stopped, and the virgins, linked together by a cord passed through their hands, moved on, beating time with their feet to the music of their voices.
