The really difficult cases are those in which the conception destined to create light and order out of darkness and confusion has to be sought for among the very phenomena which it afterward serves to arrange. Why, according to Dr. Whewell himself, did the ancients fail in discovering the laws of mechanics, that is, of equilibrium and of the communication of motion?
Whewell, who understands moral philosophy as it was understood before it was absorbed by metaphysics and before the groundwork of its rules came to be a more important consideration than the rules themselves. So long, however, as ethical science had to do with the practical regimen of conduct, it was more or less saturated with Roman law.
It is true, this statement, as Dr. Whewell says, was not the sum of the observations merely; it was the sum of the observations seen under a new point of view. But it was not the sum of more than the observations, as a real induction is.

From the time of Pythagoras, who first, so far as is known, propounded the general theory of the plurality of worlds, down to our own time, when Brewster and Chalmers on the one hand, and Whewell on the other, have advocated rival theories probably to be both set aside for a theory at once intermediate to and more widely ranging in time and space than either, the aspect of the subject has constantly varied, as new lights have been thrown upon it from different directions.
