So serious had been its effects upon the economic conditions of the province that mill-owners, forwarders and merchants had been ruined "at one fell swoop," that the revenue had been reduced by the loss of the canal dues paid previously by the shipping engaged in the trade promoted by the old colonial policy of England, that private property had become unsaleable, that not a shilling could be raised on the credit of the province, that public officers of all grades, including the governor-general, had to be paid in debentures which were not exchangeable at par.

Wheat fell from 12s. to 5s. the bushel. Rents could not be collected. Mortgages upon land could not be redeemed, and land became practically unsaleable. Things at length attained such a condition, that Government became seriously alarmed, and brought into Parliament five distinct money bills in one night. These bills were hurried through both Houses as fast as the forms of Parliament would allow.

The market was already overstocked with buttons, needles were unsaleable; all their bits of coloured cloth were disposed of, and indeed almost every thing that would sell, reserving to themselves a few articles of some value as presents to the different chiefs along the banks of the Niger.

When rice or corn is given, they give them a little salt; sometimes half a pint of molasses is given, but not often. The quantity of rice, which is of the small, broken, unsaleable kind, is one peck. As to meat, they seldom had any. I do not think they had an allowance of meat oftener than once in two or three months, and then the quantity was very small.

Their requisites are a pocketful of cherry stones and a small screw, not an expensive outfit, for they save the "hogs" when they are permitted to eat cherries, as sometimes, by the indulgence of a kindly fruiterer, they are, for he kindly throws all his rotten or unsaleable fruit into the gutter. If these are not to hand, there are plenty of "hogs" to be picked up.

My surprise, however, was soon quieted, by being informed, that this church, having devolved to the nation as its property, by force of a revolutionary decree, had been afterwards sold for stables, to one of the owners of the Rouen diligences. An old unsaleable cabriolet occupied the place of the altar; and the horses were very quietly eating their oats in the sacristy!!

If we urge a rich man to sell all that he has and give it to the poor, he will inform us that such an operation is impossible. If he sells his shares and his lands, their purchaser will continue all those activities which oppress the poor. If all the rich men take the advice simultaneously the shares will fall to zero and the lands be unsaleable.

Moreover, the government was grievously in want of money, and in addition to the fees for depasturing licenses, exacted half-yearly assessments on the unsaleable flocks and herds. But the law exacted payment on live cattle only, so the squatters in their dire distress resolved to kill their stock and boil them, the hides and the resulting tallow being of some value.
