The Ruthenians, Ukrainians, and Little Russians are racially the same people, just as those who speak German in northwestern Germany, Dutch in Holland, and Flemish in Belgium are racially close kindred. The main distinctions between the members of each branch are political. The Messrs. Wilson, George, Clemenceau, Barons Makino and Sonnino.

In an article written at the time I pointed out that one of the mistakes made by the Entente Powers consisted in the circuitous and clumsy way in which they negotiated with Roumania. The spokesman and guardian of Italy during the decisive conversations with the Entente was the Foreign Minister, Baron Sonnino, the silent member of the Cabinet.

"... They are playing their last card to-night ... David Archman ... it is murder, Jimmie ... letter signed J. Barca ... Sixth Avenue stationer ... Martin Moore ... Gentleman Laroque, the gangster ... Niccolo Sonnino ... end house to left of courtyard entrance ... safe in rear room ... lives alone ... tonight ..."

It still left a good many Italians outside of the national fold, and it still left Italy exposed to whatever strong hand might gain control on the east shores of the Adriatic. At all events, in this last moment of the eleventh hour, if the ambassadors had been authorized to yield all that Baron Sonnino had begun by asking, it would not have kept Italy from the war now.

The remarkable passivity of the Italian public during these anxious moments was due in good part, no doubt, to its thorough confidence in the men who were directing the state, specifically in the Prime Minister Salandra and his Minister of Foreign Affairs Baron Sonnino, who were the Government. They were honest, that everybody admitted, and they were experienced.

Following conversations with Baron Sonnino and some others connected with the Italian delegation, I drew the conclusion that they would go so far as to refuse to make peace with Germany unless the Adriatic Question was first settled to their satisfaction.

Baron Sonnino told the German plenipotentiary that "the majority of the population was in favour of perpetuating neutrality, and gave its support to the Government for this purpose, provided always that by means of neutrality certain national aspirations could be realized."

He realized that the peoples of France, England, and Italy had felt the pinch of war as the American people had never done, and that it was demanding too much of human nature to expect that their attitude would be one of moderation. He knew that in the negotiations Clemenceau and Sonnino would be definitely opposed to his programme and that he could not count upon Lloyd George.

His natural vocation was that of the inhabitants of Sonnino in general, to live in plenty, to enjoy every sort of pleasure, to make himself at home everywhere, to be dependent upon nobody, to rule others, and to frighten them, if necessary, but, above all, to violate the laws with impunity.

President Wilson, who had been frequently told that a word from him to the peoples of Europe would fire their enthusiasm and carry them whithersoever he wished, even against their own governments, now purposed wielding this unique power against Italy's plenipotentiaries. As we saw, he would have done this during his sojourn in Rome, but was dissuaded by Baron Sonnino.
