But, above all, they were sure that the great, self-governing dependencies of Britain, that made up the mighty British Empire, would take no part in the fight. Canada, Australasia, South Africa they never reckoned upon having to cope with them.

Some day, if we are to become truly a self-governing nation, that attempt has to be made. The present, in my opinion, is a propitious movement. Every Indian feels the insult to the Punjab as a personal wrong, every Mussalman resents the wrong done to the Khilafat. There is therefore a favourable atmosphere for expecting cohesive and restrained movement on the part of the masses.

These powers are at present denied, and if the Act were in operation, Irish people instead of trying to make the best of it, would begin at once to use whatever powers they had as a lever to gain the desired control, and this would lead to fresh antagonism and a prolonged struggle between the two countries, and in this last effort Irish Nationalists would have the support of that wealthy class now Unionist in the three southern provinces, and also in Ulster if it were included, for they would then desire as much as Nationalists that, while they live in a self-governing Ireland, the powers of the Irish government should be such as would enable it to build up Irish industries by an Irish trade policy, and to impose taxation in a way to suit Irish conditions.

The first business of an imperial class is the preservation of the empire to which it owes its advantages and privileges. Therefore, in its very essence, imperialism is opposed to popular government. "The greatest good to the greatest number" is the ideal that directs the life of a self-governing community.

But although the extension of the representative system to India neither was nor could be attempted in this age, very remarkable advances were made towards turning India in a real sense into a self-governing country. It ceased to be regarded or treated as a subject dominion existing solely for the advantage of its conquerors.

At this Conference, perhaps more significant than anything that was said or done was the presence of General Botha as prime minister of the self-governing colony of the Transvaal. It was only five years since Botha, as commander-in-chief of the Boers who had held out to the last, had laid down his arms.

But among the early Benedictines each monastery was independent and self-governing, though an abbey might have priories in some measure connected with it. The result was that in the course of time the discipline and life of monasteries varied infinitely; and there was no co-operation for self-defence among the various monasteries.
