When this was written in the year 1857 no one could foresee how soon the mightiest struggle and most glorious victory as yet recorded in human annals would save the United States from this fearful trial, and secure the future existence of an absolute self-governing freedom not to be permanently kept in check by any local Caesarism. But we have here no exhibition of great political liberties, no people discussing its interests and its business, interfering effectually in the adoption of resolutions, and, in fact, taking in its government so active and decisive a part as to have a right to say that it is self-governing, or, in other words, a free people.

From all which it is plain that too high a price may be paid for the philanthropy of Tammany Hall, and that a self-governing democracy cannot always keep an efficient watch upon its guardians. What is it in the life and atmosphere of America which thus encourages crime, or rather elevates crime to a level of excellence unknown elsewhere?

I am certain the Committee will not refuse its sanction, for we are encouraged to ask for it not only by our own sense of the gravity and the necessities of the case, but by the knowledge that India is prepared to send us certainly two Divisions, and that every one of our self-governing Dominions, spontaneously and unasked, has already tendered to the utmost limits of their possibilities, both in men and in money, every help they can afford to the Empire in a moment of need.

If it comes about that work other than educational or recreative is forbidden to children during the years of attendance at school, and also that the period of school life is lengthened, there will be opportunity for the development of games on a self-governing basis. Elementary school children have a large measure of initiative; all they need is a real chance to exercise it.

They, and others who are too near our own day for final judgment, fully grasped the work of the Fathers and helped to give Canada its honourable status in the British Empire and its distinctive place as a self-governing community. A retrospective glance reveals the extent to which the Fathers attained their principal objects. A threefold purpose inspired them.

As they made the inclusion of the Bermuda Islands the ostensible object, the king without difficulty signed the paper, March 12, 1612; and thus the company at last became a self-governing body.

The local lodge is self-governing; it elects its delegate, who attends a council of fellow-delegates, and this council may send representatives to a still more powerful body. But however high their titles, or their salaries, these dignitaries have power only to suggest action, except in a very limited variety of cases. There must always be a reference back to the rank and file.

But the Dominion as a self-governing state has long passed the stage where the clashing of provincial and federal jurisdictions could shake the constitution. When the conference, however, considered provincial powers it went to the root of a federal system. The maritime delegates as a whole displayed magnanimity and statesmanship.

The tardy adhesion of the United Kingdom to this treaty remains a matter of regret; but the procedure of the Indian Government and of all the British self-governing dominions in following the mother country when at last she determined to take action has done much to redeem that tardiness.
