We should break down the Catholic machine, and not all the priests in the hierarchy could stop us were it not for the Steel Trust and the Coal Trust and the Beef Trust, the Liquor Trust and the Traction Trust and the Money Trust those masters of America who do not want citizens, free and intelligent and self-governing, but who want the slave-hordes as they come, ignorant, inert, physically, mentally and morally helpless!
Still, in spite of this, the leaders refused to take warning, and although the political impasse was constantly discussed, the utmost concession the monarchists were willing to make was to turn China into a Federal Empire with the provinces constituted into self-governing units.
When the lack of those powers began to prove itself injurious to Ireland's material interests, Ireland would certainly become united in a demand for the concession of them; and the history of the British Empire since the loss of America showed that every such demand had been granted to a self-governing State. At this moment interest centred on the discussion in private councils of Nationalists.
Cavite and Samar are instances of reposing too much confidence in the self-governing power of a people. The disturbances have all now been suppressed, and it is hoped that with these lessons local governments can be formed which will secure quiet and peace to the deserving inhabitants.
There was, however, another side to the picture. If India had displayed in the best sense of the word an Imperial spirit and made sacrifices that entitled her to be treated as a partner in, rather than a mere dependency of, the British Empire, was she still to be denied a large instalment at least of the political liberties which had been long ago conferred on the self-governing Dominions?
It is to be hoped that throughout the southern, states, as formerly in Michigan, the self-governing school district may prepare the way for the self-governing township, with its deliberative town-meeting.
Number 14 declared that the United States would not be bound by any action of the Council or Assembly in which any member of the League and its self-governing dominions or colonies should cast in the aggregate more than one vote. This reservation was adopted by a vote of 55 to 38. A number of other reservations were offered and rejected.
It is the same in the mother country, and in every British home-rule country, with this difference only that beyond the limits of the mother country the Queen is represented by a governor to whom are delegated such a measure of powers as is necessary for the supreme head of a local self-governing community.
When he could not find these conditions in the real world, he went passionately into the wilderness, and founded Utopian communities far from foreign contacts. His slogans reveal his prejudice. He is for Self-Government, Self-Determination, Independence. Not one of these ideas carries with it any notion of consent or community beyond the frontiers of the self-governing groups.
In some cases there are lame approaches to it; but in none of the former slave States were the counties made up of self-governing subdivisions. The South is to-day and always has been a stranger to local self-government.
