A carriage or horse, though not to be obtained in the city, could, without difficulty, be procured in the country. Every farmer had beasts for burden and draught. One of these might be hired, at no immoderate expense, for half a day.
This letter, dated June 19, 1857, I caused to be printed in the New York Journal of Commerce, where it attracted great attention because it came from an engineer who had already demonstrated, by successfully building suspension bridges over the Schuylkill, the Ohio and the Niagara rivers, that he spoke with the voice of experience and authority.
On the banks of the Schuylkill all jurors are provided with dice so as to decide the cases with perfect justice small dice for little cases and large dice for big ones.
I knew only that the too extended lines had been drawn in close to the city, after the sharp lesson at Germantown; but I did not know how complete were the forts and abatis crossing from the Delaware to the Schuylkill, to the north of Callowhill street. The route to the Ohio River followed the Schuylkill for some thirty or forty miles, turned up one of its tributaries to its source, then crossed the watershed to the head of a stream flowing into the Susquehanna, thence to the Juniata, at the head of which the trail led over a short divide to the head of the Conemaugh, which flowed into the Allegheny, and the Allegheny into the Ohio.
"Why, yes," he grunted, as he worked and pulled at the limb. "You're at Valley Forge." Valley Forge! Heavens! We were within twenty miles of Philadelphia, on the Schuylkill. At the pace we had been going it did not seem reasonable. This must be enchantment, sure enough. "Look here," I said, "you don't mean that this is Valley Forge where Washington was quartered."
Cooper induced the water committee, of which he had been appointed a member, to visit Philadelphia and inspect the works by which the water of the Schuylkill was raised to a high reservoir, and thence distributed in iron pipes throughout that city, and then to examine the Croton and Bronx rivers, for the purpose of ascertaining what these streams could supply.
The latter, it seems, was marvelling that the United States naval authorities had lacked the intelligence to cut a 1,700-yard canal from the naval basin to the Delaware which would have made it impossible for the Germans to tie up the American reserve fleet by blocking the Schuylkill. This canal would also have furnished an ideal fresh-water dry-dock.
The members were much struck with two requests differing so widely from those of several other officers, and of one in particular, an officer of artillery, who had made great pretensions on his arrival, and had soon afterwards drowned himself in the Schuylkill.
