On the 14th of June, 1839, the question of National Education was introduced in the House of Commons by the Ministry of the day. Lord Stanley opposed the proposal of the government in a powerful speech, and offered an amendment to this effect: "That an address be presented to her Majesty to rescind the order in council for constituting the proposed Board of Privy Council."
I wisht the papers was all signed up and in your inside pocket right now, Dilly. I'm going to get heart failure the worst kind if there's any hitch. Lord, what luck!" "Then, we will consider the matter as definitely settled," said Dill, with a sigh of satisfaction. "Brown cannot rescind now there is my deposit to bind the bargain.
The Athenians were required to raise the siege of Potidaea to allow the Aeginetans to govern themselves to rescind the decree against Megara; and when all these demands were met by a firm refusal, the Spartans sent two ambassadors, bearing their ultimatum, which was worded as follows: "The Lacedaemonians wish that there should be peace, and war may be averted if ye will let the Greeks go free."
Another debate was held on the proposal to rescind the vote; the city authorities waked up to protest; the Governor refused to sign the bill. Two or three years later, after much litigation, the taxes were paid; in the newspapers it was stated that the amount was over $1,500,000.
The bill affecting this charter did not pass. Its history is well known. The act which afterwards did pass, passed with the assent of the corporation. Even in the worst times, this power of Parliament to repeal and rescind charters has not often been exercised. The illegal proceedings in the reign of Charles the Second were under color of law. Judgments of forfeiture were obtained in the courts.
Having come to this conclusion, I laid down, as a rule for my guidance, the principle of non-interference with the provisional State governments, and though many appeals were made to have me rescind rulings of the courts, or interpose to forestall some presupposed action to be taken by them, my invariable reply was that I would not take cognizance of such matters, except in cases of absolute necessity.
But, if by the promise of so doing I can gain your respect and one encouraging look or word of approval, I will not only rescind the text of my previous statement and live, but I swear to you in the name of the Creator of the law which governs all things, that I shall strictly follow to the letter any instructions you may wish to offer concerning my future movements, no matter what they might be.
To General Grant my reasons were satisfactory, but not so to the President, who took no steps, however, to rescind my action, for he knew that the removals were commended by well-nigh the entire community in the city, for it will be understood that Mr. Johnson was, through his friends and adherents in Louisiana and Texas, kept constantly advised of every step taken by me.
He inveighed bitterly on the subject before the state council: The state council, in a body, followed him to a meeting of the States-General. Here the Stadholder made a vehement speech and demanded that the States of Holland should rescind the "Sharp Resolution," and should desist from the new oaths required from the soldiery. Barneveld, firm as a rock, met these bitter denunciations.
Marie, stung to the soul by the insult to which she had been subjected, and which her royal consort had not only suffered to pass unrebuked, but to which he had in some degree contributed, would not rescind her resolution; while the King was, in his turn, equally violent.
