The re-organization has stimulated interest in education in all respects and has made possible a more recent establishment of a state-wide teachers' pensions system and a complete revamping of financial support of schools through a State and county aid plan. Salaries of teachers have been increased the last six years from a minimum of $40 a month to a statutory minimum of $800 a school year.
Admiral Blanco Encalada had just returned from a cruise in which he had succeeded in capturing, in Talcuanho Bay, a fine Spanish fifty-gun frigate, the Maria Isabel; but his fleet was ill-ordered and poorly equipped, quite unable, without thorough re-organization, to withstand the superior force of the enemy.
The American authorities are engaged in a thorough re-organization of the Dominican postal service. In connection with the post offices the government operates a telegraph and telephone system. The government lines connect all the more important points in the country.
The General government gives permission to the territorial people of the defunct State to re-organize, or it contents itself with suffering them, without special recognition, to reorganize in their own way, and apply to Congress for admission, leaving it to Congress to admit them as a State, or not, according to its own discretion, in like manner as it admits a new State; but the re-organization itself must be the work of the territorial people themselves, under their old electoral law.
So long as the country fluctuates in an alternation of sentimental and brutal impulses, according as the wrongs done to the Indian or the wrongs done by him are at the moment more distinctly in mind, it cannot be wondered at that Congress should be reluctant to undertake the re-organization of the Indian service on any large and lasting plan, or that the Indian Office should hesitate to cut out for itself more work than it can look to make up in the interval between sessions.
But this gives the General government no authority in the organization or re-organization of States beyond seeing that the form of government adopted by the territorial people is republican. The authority given by the clause is specific, and is no authority for intervention in the general reconstruction of the lapsed State.
He taught England a good deal of her insular confidence; he proclaimed the indivisible and indisputable sovereignty of the crown in parliament; he not only incorporated Wales and the county palatine of Chester with England, and began the English re-organization of Ireland, but he united England north with England south of the Humber, and consolidated the Borders, those frayed edges of the national state.
Emile had also explained Vardri's position, and it would be impossible to adjust anything without being on the spot. He read the letter over again, slowly and carefully. It hinted and suggested more than it had said. Emile had just come from an interview with Sobrenski, and there had been a talk of an entire re-organization of the band.
After the most careful study and discussion of the questions above alluded to, and others, the discussion extending over a month, we agreed to various memoranda. The one affecting the re-organization of management was as follows:
On this re-organization the Companies of the Battalion became known as W, X, Y, and Z. About the same time the 5th Battalion Loyal North Lancashire Regiment left the Brigade, and was replaced by the 5th Battalion Border Regiment. Early in September, some excitement was caused by the rumour that the "Mushroom," a circular trench in the Battalion sector, was mined and likely to be blown up.
