The feeding and educating of neglected children is tantamount to feeding and educating the whole adolescent proletariat, and would mean the extinction of the proletariat and of pauperism.

It will, however, bring the social revolution nearer in other ways. "We hardly, for instance, expect to see the capitalists, paralyzed by the most 'general' of general strikes surrender their property offhand to the victorious proletariat in despair of being able to operate it themselves.

In vain did the proletariat of Paris, which forthwith understood the character of this national assembly, endeavor, a few days after its meeting; on May 15, to deny its existence by force, to dissolve it, to disperse the organic apparition, in which the reacting spirit of the nation was threatening them, and thus reduce it back to its separate component parts.

As a matter of fact, Germany had been absorbing the commerce of the world, and Britain had been reprehensibly supine. As the Socialists now did all the talking, and unhindered, it was not difficult to persuade even the reluctant minority that the military party had precipitated the war in a sudden panic at the rapidly developing power of the proletariat. The Empire had fallen.

At this moment, however, I have neither the time nor the inclination to explain to "Prussian" the relation of "German society" to the social transformation, and from this relation to explain, on the one side, the weak reaction of the German bourgeoisie to socialism, and, on the other hand, the exceptional talent of the German proletariat for socialism.

Society as a whole is more and more splitting up into two great hostile camps, into two great classes directly facing each other: Bourgeoisie and Proletariat. Then follows a history of the fall of feudalism, leading to a description of the bourgeoisie as a revolutionary force. ``The bourgeoisie, historically, has played a most revolutionary part. ``For exploitation, veiled by religious and political illusions, it has substituted naked, shameless, direct, brutal exploitation. ``The need of a constantly expanding market for its products chases the bourgeoisie over the whole surface of the globe. ``The bourgeoisie, during its rule of scarce one hundred years, has created more massive and more colossal productive forces than have all preceding generations together. Feudal relations became fetters: ``They had to be burst asunder; they were burst asunder. . . . A similar movement is going on before our own eyes. ``The weapons with which the bourgeoisie felled feudalism to the ground are now turned against the bourgeoisie itself.

While working to increase the productivity of labor, we must at the same time take into account the peculiarities of the transition period from capitalism to Socialism, which require, on one hand, that we lay the foundation for the Socialist organization of emulation, and, on the other hand, require the use of compulsion so that the slogan of the dictatorship of the proletariat should not be weakened by the practice of a too mild proletarian government.

Society as a whole is more and more splitting up into two great hostile camps, into two great classes, directly facing each other: Bourgeoisie and Proletariat. From the serfs of the Middle Ages sprang the chartered burghers of the earliest towns. From these burgesses the first elements of the bourgeoisie were developed.

They did not expect the notes of the first exchange to circulate abroad, but the notes of the second would carry with them state obligation and they expected them to go into general currency. He added, smiling that the words "Proletariat of all lands, unite," were to appear on the notes in eight languages.

It cannot gain political rights, at least not in its entirety, except if everybody gets them. Each of the other classes may become privileged under certain circumstances, but not the proletariat. The Social Democracy, the party of the class-conscious proletariat, is therefore the surest support of democratic efforts, much surer than the bourgeois democracy.
