Printing-ink, by the time it began to be currently used for book-printing in the fifteenth century, had attained a perfection which has never been surpassed, and indeed scarcely equalled. Paper and ink being at their highest point, we will now consider the advances which had in the mean time been made in engraving and type or letter cutting.

It is not a mere combination of words, printing-ink, and white paper which makes a law. It is the popular sentiment back of it which enforces it, and unless a law is the wish of a majority of the people who are to be governed by it, it is either a dead letter, or must be enforced by elaborate police systems, supported oftentimes with great armies.

How had it been managed? When made to strip on going out, the printing-ink did not show on his dark skin: he had only to sit down elsewhere on a large sheet of white paper for the questions to be printed off on it, and they could then easily be read in a mirror. The Oriental mind is very subtle. This is no place to speak of the marvels of Mogul architecture in Agra and Delhi.

Every court and alley whispers of books and of the making of books: forms of type, trundled noisily on trolleys by ink-smeared boys, salute the wayfarer at odd corners; piles of strawboard, rolls or bales of paper, drums of printing-ink or roller composition stand on the pavement outside dark entries; basement windows give glimpses into Hadean caverns tenanted by legions of printer's devils; and the very air is charged with the hum of press and with odors of glue and paste and oil.

The humid office, full of dirt and dust and printing-ink, disgusted and depressed me, and I involuntarily thought of Count de 's drawing-room, and that aristocratic society where everything was flowers, courtesy, perfumes, elegance, where people could not even feel hatred towards their enemies, and where the genial poet, Monsieur Ernest Legouvé, surrounded by the most charming and most sprightly women of Paris, recently obtained so delightful a triumph.

In due course these carpet tacticians proved to their own satisfaction that Colonel Stevenor was incompetent for the service on which he had been dispatched. But the reek of printing-ink never was good for the better feelings. In due course the Rector set off across the park; very grave, and distinctly aware of the importance of his mission.

In printing it is probable that the composition will be employed almost exclusively in the form of dry powder, as printing-ink, normally pasty, becomes too thick to be well handled when it is combined with powder in sufficient quantity to render the printed surface luminous.

Indeed, the experiment of taking impressions from it in printing-ink has been tried, and found to answer perfectly. A large surface so engraved would at once have given to the world an equivalent to what is now regarded as the most advanced state of the art of printing; that is, a stereotype plate.
