The Congress was opened on the 5th of February, and on the 7th the Plenipotentiaries of the Allied powers declared themselves categorically.

For just as he was writing out his first ordre du jour the various Plenipotentiaries showed their appreciation of the office they had conferred on him by ordering, each one of them separately, their respective detachments to return to their respective Legations so hurriedly abandoned.

The Republics of Colombia, of Mexico, and of Central America have already deputed plenipotentiaries to such a meeting, and they have invited the United States to be also represented there by their ministers.

But several points being yet unfinished between both crowns, and others between France and the rest of the allies, especially the States, to which the plenipotentiaries of that court at Utrecht had not thought fit to give satisfaction; the Queen was now come to a final determination, both with relation to her own kingdoms, and to the whole alliance: That the campaign approaching, she would not willingly be surprised in case the war was to go on: That she had transmitted to the Duke of Shrewsbury her last resolutions, and never would be prevailed on to reduce her own demands, or those of her allies, any lower than the scheme now sent over, as an explanation of the plan laid down in her speech: That Her Majesty had sent orders to her plenipotentiaries at Utrecht, to assume the character of ambassadors, and sign the peace immediately with the ministers of the Most Christian King, as soon as the Duke of Shrewsbury should have sent them notice that the French had complied: That the Queen had therefore farther prorogued her Parliament to the third of March, in hopes to assure them, by that time, of her peace being agreed on; for if the two Houses should meet, while any uncertainty remained, supplies must be asked as for a war."

This unusual precipitation in the States, so different from the whole tenor of their former conduct, was very much suspected by the British plenipotentiaries. Their Lordships had received intelligence, that the Dutch ministers held frequent conferences with those of France, and had offered to settle their interests with that crown, without the concurrence of Britain.

Henry Wheaton, their chargé d'affaires at the Court of Denmark, and on that of the latter by the Sieurs Henry Count de Schemmelman, his minister of foreign affairs, and Paul Christian de Stemann, president of his chancery, and concluded and signed by these plenipotentiaries at Copenhagen on the 28th of March of the present year.

Publicity was none the less strongly advocated by the plenipotentiaries in their speeches and writings. These were as sign-posts pointing to roads along which they themselves were incapable of moving. By their own accounts they were inveterate enemies of secrecy and censorship.

WASHINGTON, December 5, 1860. To the Senate of the United States: I transmit, for the consideration of the Senate with a view to ratification, a convention for the adjustment of claims of citizens of the United States against the Government of the Republic of Costa Rica, signed by the plenipotentiaries of the contracting parties at San Jose on the 2d day of July last.

Leaving his plenipotentiaries tied down to the discussion of matters of form, he set out from Dresden on July 24th for a visit to Mainz, where he met the Empress and reviewed his reserves. Every item of news fed his warlike resolve.
