While the republican plenipotentiaries were yet negotiating for peace with the empire at Rastadt, the second coalition began the campaign. The treaty of Campo-Formio had only been for Austria a suspension of arms. England had no difficulty in gaining her to a new coalition; with the exception of Spain and Prussia, most of the European powers formed part of it.

But while they mocked him in Ratisbon and Vienna, in Mecklenburg and Pomerania, one strong town after another fell into his hands. Notwithstanding this contempt, the Emperor thought it proper to offer to adjust his differences with Sweden by negociation, and for that purpose sent plenipotentiaries to Denmark.

Hampden moved for an address to her majesty, that she would give particular instructions to her plenipotentiaries, that in the conclusion of the treaty of peace, the several powers in alliance with her majesty might be guarantees for the protestant succession in the illustrious house of Hanover. The question being put, was carried in the negative.

The lord privy seal, and the Earl of Stafford, having, about the time the Parliament met, been appointed Her Majesty's plenipotentiaries for treating a general peace, I shall here break off the account of any further progress made in that great affair, until I resume it in the last book of this History.

Then the plenipotentiaries of the four associated circles presented a remonstrance to the British ministers at Utrecht, imploring the queen's interposition in their favour, that they might not be left in the miserable condition to which they had been reduced by former treaties.

This she hoped might be done against the meeting of her Parliament, now prorogued to the third of February; in which time, those among the allies, who were really inclined towards a peace, might settle their several interests by the assistance and support of Her Majesty's plenipotentiaries; and as for the rest, who would either refuse to comply, or endeavour to protract the negotiation, the heads of their respective demands, which France had yielded by Her Majesty's intervention, and agreeable to the plan laid down in her speech, should be mentioned in the treaty, and a time limited for the several powers concerned to receive or reject them.

In October, 1795, Count von Cobenzl signed, in the name of the Emperor, a treaty with England and Russia; and in 1797 he was one of the Imperial plenipotentiaries sent to Udine to negotiate with Bonaparte, with whom, on the 17th of October, he signed the Treaty of Campo Formio.

To this our plenipotentiaries Aberdeen, Cathcart, and Stewart refused to reply until he assented to the present demand of the allies. He very properly refused to do this; and, despite his eagerness to come to an arrangement and end the misfortunes of France, referred the matter to his master. What were Napoleon's views on these questions?

After which the Abbé Polignac, who of the French plenipotentiaries was most in the secret of his court, might be told, "That it was in vain to amuse each other any longer; that on such terms the peace would be immediately concluded; and that the conferences must cease, if those conditions were not, without delay, and with expedition, granted."

The formal meeting between the plenipotentiaries took place at Oyster Bay on the 5th of August on board the Presidential yacht, the Mayflower. Roosevelt received his guests in the cabin and proposed a toast in these words: "Gentlemen, I propose a toast to which there will be no answer and which I ask you to drink in silence, standing.
