The Court was surprised, but, however, did not think fit to delay sending full powers to his Royal Highness to treat for peace on such terms as he thought reasonable and advantageous for the King's service; and there were joined with him, though in subordination, MM. Mole, the First President, d'Avaux, and myself, with the title of Ambassadors Extraordinary and Plenipotentiaries.
From that moment his manner towards the First Consul was rather that of a courtier than an equal. The plenipotentiaries who had been appointed to examine and sign the Concordat were Joseph Bonaparte, Cruet, and the Abbe Bernier. The First Consul, in this same conversation, the opening of which I have just related, discussed with his two companions the subject of the conferences on the Concordat.
This fact was thoroughly established in a long discussion with United States plenipotentiaries, five years before the war broke out. On the other hand, the United States maintained that on the sea common the only jurisdiction over a ship was that of its own nation.
But to these offers a fatal condition was added, namely, that the Congress should meet in a town, to be declared neutral, on the right bank of the Rhine, where the plenipotentiaries of all the belligerent powers were to assemble; but the course of the war was not to be impeded by these negotiations.
So the allied armies encamped and rested round the bivouac-fires, while, at a house in the suburbs of La Chapelle, the plenipotentiaries of the sovereigns were still negotiating with the French marshals the terms on which the city was to be surrendered. But he who now rode along the road to Paris at a gallop in an open carriage knew no peace or rest.
It then appeared to us, and we so informed the Plenipotentiaries, that in our opinion the King of the Belgians, whose impartiality is likewise well known, and whose long experience of European affairs makes him most desirous to preserve the peace of Europe, might perform these functions to the satisfaction of the Powers concerned.
Then they heard him close the window with a crash, and walk with loud steps through the anteroom. The two plenipotentiaries looked at each other in dismay. "Count," whispered the marquis, "listen! he leaves and has threatened to shatter Austria. He is the man to fulfil his threat. My God, must we suffer him to depart in anger? Have you been authorized to do that?"
The French plenipotentiaries, taken by surprise, received orders to leave in four and twenty hours; they obeyed immediately, and set out, after having obtained safe conduct from the generals of the enemy.
This inference, drawn by keen observers from many countries and parties, is borne out by the curious admissions and abortive acts of the principal plenipotentiaries themselves.
W. found Princess Bismarck not very femme du monde; she was preoccupied first with her dinner, then with her husband, for fear he should eat too much, or take cold going out of the warm dining-room into the evening air. There were no ladies at the dinner except the family. Amusements of all kinds were provided for the plenipotentiaries.
