Bishop Phillpotts, coming down on such elements as these, was, in spite of his soundness of faith and grand trenchant force of character, better as a warrior than as a shepherd, and the controversial and political sides of his character, though invaluable to the Church, did not recommend him to the affections of the people of his diocese, who could not understand the points of the debate, and wanted the direct evidence of spirituality which they could appreciate.

Up to the spring of 1839, Anglicanism, placed on an intellectual basin by Mr. Newman, developed practically in different ways by Dr. Pusey and Dr. Hook, sanctioned in theory by divines who represented the old divinity of the English Church, like Bishop Phillpotts and Mr. H.J. Rose, could speak with confident and hopeful voice.

One day about the middle of May, when the enclosure had been erected about six weeks, and when the season's regular flow of tourists had fairly set in, the landlord of the Pavilion received a call from Captain George Phillpotts, of the Royal Engineers, who then held command in the District. I would give as much to have a capital picture of her as for any portrait in the world. She gave me a manuscript play to read upon Witchcraft. Dined with the Dean of Chester, Dr. Phillpotts.
