For the training of these General Booth has a scheme of a large "Farm Colony" which will be nearly or entirely self-supporting. When trained sufficiently in agricultural work, they will be drafted off by emigration to a great "over-sea" colony in South Africa. The whole movement will be permeated by earnest Christian teaching.

Without saying more, some idea will be obtained as to what I propose from the story of Ralahine related briefly at the close of this volume. We now come to the third and final stage of the regenerative process. The Colony Over-Sea. To mention Over-Sea is sufficient with some people to damn the Scheme.

These difficulties, in my estimation, bar the way to the emigration on any considerable scale of the "submerged tenth," and yet I am strongly of opinion, with the majority of those who have thought and written on political economy, that emigration is the only remedy for this mighty evil. Now, the Over-Sea Colony plan, I think, meets these difficulties:

During September, 1915, the Germans resumed over-sea raids, and naval airships attacked the city of London, with results considered generally satisfactory, as German bombs were dropped on the western part of the city, the factories at Norwich, and the harbor and iron works near Middlesbrough.

Deportation over-sea and confiscation of farms seem hard measures, and I hope more lenience will be shown. In the evening Doctor Moon, of the Hampshire Yeomanry, a great friend of Williams, turned up, and had supper with us. Once beyond the village, where the cottages ceased abruptly, on either side of the road they could smell through the darkness the friendly fields again; and they braced themselves for the last long stretch, the home stretch, the stretch that we know is bound to end, some time, in the rattle of the door-latch, the sudden firelight, and the sight of familiar things greeting us as long-absent travellers from far over-sea.

Shipwrecked, at least, he must have been; perhaps, like the old Armada mariners, from some far and rich land over-sea; or perhaps one of my own race, perishing within eyesight of the smoke of home.
