The General visited South Africa three times in 1891, 1895, and 1908. His visits were very largely dominated, as will be seen, by the idea that in South Africa good and abundant space could be found for Over-Sea Colonies; enough space, in fact, to accommodate all the surplus population of England.
Once beyond the village, where the cottages ceased abruptly, on either side of the road they could smell through the darkness the friendly fields again; and they braced themselves for the last long stretch, the home stretch, the stretch that we know is bound to end, some time, in the rattle of the door-latch, the sudden firelight, and the sight of familiar things greeting us as long-absent travellers from far over-sea.
More briefly stated, the hostile plan was to invade the United Kingdom, ruin our maritime trade, and expel us from our over-sea possessions, especially in the East, from which it was supposed our wealth was chiefly derived. The plan was comprehensive, but not easily concealed. What we had to do was to prevent the invasion of the United Kingdom and defend our trade and our outlying territories.
But it is equally true that large numbers of the most ignorant and vicious of our European populations have been pouring into that country ever since without affecting its prosperity, and this Colony Over-Sea would have the immense advantage at the outset which would come from a government and discipline carefully adapted to its peculiar circumstances, and rigidly enforced in every particular.
The address of the Bloemfontein Town Council very carefully avoids any reference to the proposed Over-Sea Colony. Perhaps the whole secret of South Africa's indifference to it is revealed in the following extract from a paper, whose name we omit, lest any appearance of hostility to any locality or any element in that enormous country should seem to have crept into our feelings here.
'L'empiredesmers, he says, is, 'le plus avantageux de tous les empires; les Phoeniciens le possédoient autre fois et c'est aux Anglois que cette gloire appartient aujourd'hui sur toutes les puissances maritimes. Vast out-lying territories had been acquired or were more firmly held, and the communications of all the over-sea dominions of the British Crown were secured against all possibility of serious menace for many years to come.
In the Dutch over-sea settlements society is more exclusive and regulated by a more rigid code of etiquette than it is in Holland. Nor will it seem strange, when the special conditions of Javan life are remembered, that the persons composing this society should be indolent, luxurious, and imperious.
He said he felt sure if anything were wanting in present law to ensure authority being respected, that it would readily be remedied." This has reference to the scheme of an Over-Sea Colony in South Africa with which The General had been occupied ever since 1890.
Hadding was befriended by a woman, who took him to the Underworld the story is only half told in Saxo, unluckily and by Woden, who took him over-sea wrapt in his mantle as they rode Sleipner over the waves; but here again Saxo either had not the whole story before him, or he wished to abridge it for some reason or prejudice, and the only result of this astonishing pilgrimage is that Woden gives the young hero some useful counsels.
Prince Rupert, Ormond, and other friends, do not doubt the matter will be driven to a fine; but they say the Chancellor, and Harry Bennet, and some others of the over-sea counsellors, are furious at what they call a breach of the King's proclamation.
