When such questions arise their solution, in a sense that will give even the barest and most undeniably legitimate satisfaction to Indian views and Indian interests, will not be achieved merely through the co-operation of the Government of India, or of every Englishman, official or non-official, in India, however heartily these may identify themselves with Indian views and Indian interest.

Equally hopeful were the signs of a better understanding and of the revival of a spirit of friendly co-operation between Indians and Englishmen in Calcutta, hitherto regarded, not quite without reason, as a stronghold of reactionary European conservatism, especially amongst the non-official community.

But even when Englishmen put themselves entirely in the wrong, there is perhaps a tendency amongst Anglo-Indians chiefly amongst the non-official community to treat such cases with undue leniency, and it is one of the curious ironies of fate that Lord Curzon, whom the Nationalist Press has singled out for constant abuse and denunciation as the prototype of official tyranny, was the one Viceroy who more than any other jeopardized his popularity with his fellow countrymen in India by insisting upon rigorous justice being done where Indians had, in his opinion, suffered wrongs of this kind at the hands of Europeans.

They have recently been deposited among the records of the India Office, but not before their latest non-official possessor had published some extracts from them. It is to be hoped that the more important documents may be given to the public in full, since passages from documents, whether intentionally or not, may be so extracted as to be misleading.

The Legislative Council consisted, under an Act passed in 1861, of the Viceroy, the Commander-in-Chief, the Governor of the province in which the Council sits, of five ordinary members, and of additional members not less than six and not more than twelve in number half of whom must be non-official. The maximum number possible would therefore be twenty.
