Bolivia and Peru have small amounts of Negro blood, while Argentine and Uruguay have very little. In all times it has been in this field of inter-racial and international prejudice that the gossip has found the widest scope for his gleeful activity, sowing broadcast dissensions and misunderstandings which have persisted for centuries.

In this chapter I propose to discuss the effect of the same tendencies on international and inter-racial relations. But, as soon as one leaves the single State and deals with the interrelation of several States, one meets with the preliminary question, What is a State? Is the British Empire, or the Concert of Europe, one State or many?
But when the consulate appeared to be concerned, when the war-ships of the German Empire were thought to fetch and carry for the firm, the rage of the independent traders broke beyond restraint. And, largely from the national touchiness and the intemperate speech of German clerks, this scramble among dollar-hunters assumed the appearance of an inter-racial war.
