To give liquor to babies to quiet them may be a non-moral act on the part of ignorant immigrants from Russia; but for a trained physician to do so would be immoral. Morality, then, is a personal matter, and the responsibility for it rests on the individual.

Evolution therefore is governed by a blind non-moral principle as blind and ruthless as gravitation. This being so, the mind is for the sake of the body, and not conversely. Evolution is not making for truth and righteousness as for greater or even as for co-ordinate ends; but simply for life, to which sometimes truth and righteousness, but just as often illusion and selfishness, are means.

It is far more impersonal; the ruler, whether an individual or a council, is reverenced as a non-human and non-moral embodiment of the national power, a sort of Platonic idea of coercive authority. This kind of loyalty may very easily be carried too far. In reality, we are members of a great many 'social organisms, each of which has indefeasible claims upon us.

Between the external world and our actions there exist only the simple and essentially non-moral relations of cause and effect. If I am guilty of a certain excess or imprudence, I incur a certain danger, and have to pay a corresponding debt to nature.

Conduct which outwardly conforms to social law and social progress is unmoral rather than moral. A moment's consideration will suffice to convince any one that the major part of conduct is of this non-moral type. This is true of adults and necessarily true of children. As Hall says, most of the supposedly moral conduct of the majority of men is blind habit, not thoughtful choosing.

It is evident that conduct that is at so high a level, involving experience, powers of judgment, and control, cannot be characteristic of the immature individual, but must come after years of growth, if at all. Therefore we find stages of development towards moral conduct. The first stage of development, which lasts up into the pre-adolescent years, is the non-moral stage.

They say the Prince has £200,000 a year. He is gigantically fat, with a real Cossack face. Scandal is so rife here that it hardly seems to mean scandal. They don't appear to be so much immoral as non-moral. Everyone sits up late; then most of them, I am told, get drunk, and then the evening orgies begin. No one is ostracised, everyone is called upon and "known" whatever they have done.

I think the chances of an agreeable summer would be as good in that way as in making a hard-and- fast choice of a certain place and sticking to it. My own experience is that in these things chance makes a very good choice for one, as it does in most non-moral things.
