The Virginia legislature was in session on its arrival, and governor Botetourt laid it before them. Their dissatisfaction with it was manifested by a petition to the King re-asserting the rights previously maintained; and by an association, signed by the members as individuals, renewing their non-importation agreement, until the duty on tea should be repealed.

The Non-importation Agreement had been signed even by men like Andrew Allen and Mr. Penn. Lord North, a gentle and obstinate person, was minister. The Lord Hillsborough, a man after the king's heart, had the colonial office. The troops had landed in Boston, and the letters of Dickinson and Vindex had fanned the embers of discontent into flame.

In 1769 the New York assembly voted to accept the parliamentary terms; and in 1770 the merchants of that colony voted to abandon general non-importation, keeping only the boycott on tea. This led to the general collapse of the non-importation agreements; but the colonial temper continued to be defiant and suspicious, and wrangling with governors was incessant.

Zealous Sons of Liberty, such as Alexander MacDougall and John Lamb, popular leaders of the "Inhabitants" of the city, were on the other hand determined that the non-importation agreement should be maintained unimpaired. These aspersions the merchants knew how to ignore.

The Non-Importation Act had just gone into effect. Jefferson immediately called his Cabinet together. All were of one mind. The impending order-in-council, it was agreed, left but one alternative. Commerce must be totally suspended until the full scope of these new aggressions could be ascertained.
