Since the milliard sunk there seemed to be definitely lost and wasted, one actually hoped for the advent of a Nero, endowed with mighty, sovereign will, who would take torch and pick and burn and raze everything in the avenging name of reason and beauty. "Ah!" resumed Narcisse, "here are the Contessina and the Prince."

On the other hand, there is a huge increase in the national wealth. This amounts, in the German Empire now, to 330 to 360 milliard marks, or 5,000 to 6,000 marks per head of the population. In France the wealth, calculated on the same basis, is no higher, and yet in France annually 20 marks, in Germany only 16 marks, per head of the population are expended on the army and navy.

The huge sum sunk in these enterprises is estimated at a milliard, four-fifths of which was French money. The bankers did everything; the French ones lent to the Italian bankers at 3 1-2 or 4 per cent.; and the Italian bankers accommodated the speculators, the Roman builders, at 6, 7, and even 8 per cent.

Now, Paris contains one twenty-fifth of the total population of France, and Parisian guano being the richest of all, we understate the truth when we value the loss on the part of Paris at twenty-five millions in the half milliard which France annually rejects. These twenty-five millions, employed in assistance and enjoyment, would double the splendor of Paris. The city spends them in sewers.

He mumbled something vague about any cupboard or cellar being good enough, and began to recover himself; but his confusion had been contagious. The hotel manager caught the disease, and hoped Mrs. Willard would excuse him no, he meant Mrs. Day no, really he began to be afraid that he didn't remember rightly what he meant! He'd got Mrs. Milliard and Mr.

Exports now leaving the country are valued at only one-quarter or one-fifth of the imports from abroad. The National Debt is increasing by about a milliard lire per month. The military expenditure for one month is still larger than that for the first year of the war. But if this is the budgetary position of France and Italy, that of the rest of belligerent Europe is yet more desperate.

Zaccheus, according to his lights, performed a great deed. He had not even begun to do good. He had only begun in some small measure to purify himself from evil, and so Christ told him. He merely said to him: "To-day is salvation come nigh unto this house." What if the Moscow Zaccheuses were to do the same that he did? Assuredly, more than one milliard could be collected. Well, and what of that?

And that was how a mere municipal crisis became a frightful disaster: a whole milliard sunk to no purpose, Rome disfigured, littered with the ruins of the gaping and empty dwellings which had been prepared for the five or six hundred thousand inhabitants for whom the city yet waits in vain! Moreover, in the breeze of glory which swept by, the state itself took a colossal view of things.

If such a poor-tax of 7 marks per capita were extended to the whole empire, it would yield 300,000,000 marks; and if the direct taxes of Berlin, amounting to 23 marks per capita, were levied on the empire, we should receive more than one milliard marks in direct taxes, including those on rents and incomes.

Italian finance throughout the war was more enterprising than the French, and far greater efforts were made to impose taxation and pay for the war. All the industrial undertakings of the State, including the railways, telegraphs, and telephones, are being run at a loss. Although the public is buying bread at a high price, that price represents a loss to the Government of about a milliard a year.
