"Gentlemen," he said, "I have come to surrender myself." The Council stared. "For what reason?" demanded Marschall coldly. "I believe it is called high treason." He closed his eyes for a moment. "It is because of my negligence that this thing has happened. He was in my charge, and I left him." No one said anything.
The event was at once telegraphed to Berlin, where Prince Hohenlohe was Chancellor, with Freiherr Marschall von Bieberstein, afterwards German Ambassador in Constantinople and London, as his Foreign Secretary. According to Dr. Stein, they drew up a telegram to President Kruger, and on the morning of the 3rd laid it before the Emperor, who had come early from Potsdam for consultation on the matter.
It is interesting, in this connection, to note the testimony given by Sir Edwin Pears to the desire for good relations between Great Britain and Germany felt and expressed later by the same Baron Marschall von Bieberstein who was so unyielding in 1907 on the question of arbitration. When he came to take up the post of German Ambassador to Great Britain, Sir Edwin reports him as saying:
Marschall advised them to requisition horses and carts in the villages wherever they could do so. Not only the Consul, but the Ambassador, the Minister, the Scholar, the Statesman, nay the Kaiser himself, were the inspirers, the partners, the backers of the German merchant. Marschall von Bieberstein once told me in Constantinople that his functions were those of a super-commercial traveller rather than ambassadorial. And he discharged them with efficiency.
Ever since the triumphal journey of William II to the Bosphorus in 1889, German influence, under the able guidance of Baron von Radowitz, steadily increased. This culminated in the régime of the late Baron Marschall von Bieberstein, who was ambassador from 1897 to 1912.
So, after all, was the matter of the Duchess Hedwig's marriage arranged, a composite outgrowth of expediency and obstinacy, of defiance and anger. And so was it hastened. Irritation gave the King strength. That afternoon were summoned in haste the members of his Council: fat old Friese, young Marschall with the rat face, austere Bayerl with the white skin and burning eyes, and others.

It was Marschall, always nervous and now pallid with terror, who suggested abandoning the marriage between Hedwig and Karl. "Until this matter came up," he said, avoiding Mettlich's eyes, "there was danger, but of a small party only, the revolutionary one.
