The matter is not of much consequence at the present day, for the Wilmots have made a record in their province far more distinguished than that which they won in New England, for they have given to New Brunswick five members of the legislature, a senator and member of the House of Commons of Canada, two members of the executive of New Brunswick, and one of the privy council of Canada, an attorney-general and a provincial secretary of New Brunswick and two lieutenant-governors.

Where the head of the public service was thus disposed to help himself, we may be sure that subordinate officials were not slow to follow his example. Subsequent Lieutenant-Governors were for the most part military men, with little knowledge of the country's needs, and with a disposition to make their voluntary exile as easy and agreeable and withal as profitable as might be.

As for Boards of Revenue and Lieutenant-Governors who occasionally come sweeping across the country, with their locust hosts of servants and petty officials, they are but an occasional nightmare; while the Governor-General is a mere shadow in the background of thought, half blended with "John Company Bahadur" and other myths of the dawn.

The fights between the factions, and the way in which the secret societies screen criminals by false swearing and other means, are among the woes of the Governor and Lieutenant-Governors of these Settlements.

This preference would be strengthened if it were supposed that this provincial career was the road to the Lieutenant-Governorship. Moreover, it is to be remembered that the patronage exercised by these Lieutenant-Governors is very great indeed. It is important that it should not fall too absolutely into the hands of the same local cliques.
