As a result of the Wyden congress, Most and Hasselmann were ejected from the party, and the tactics of Bebel and Liebknecht were adopted. After 1880 there developed an underground socialist movement that was most baffling and disconcerting to the police. Socialist papers, printed in other countries, were being circulated by the thousands in all parts of Germany.
During the first year of war a split among the Social Democrats has become evident, and it appears certain that it is the annexation question which is causing the cleavage. In December last Liebknecht abstained from voting when the second war loan was granted by the Reichstag.
However, though one naturally thought of the Bolsheviks, there was nothing of the guise of Lenin or Liebknecht in the appearance of the popular tribunes, who, together with the rest of the citizens, were reduced to the level of Dogberry, whilst the noble Coriolanus was perhaps exaggerated in his nobility and his disdain.
He rather welcomed the discussion of the differences between the program of the Alliance and that of the International, in order that Eccarius, Liebknecht, and others might demolish, once and for all, the reactionary proposals of Bakounin.
While a Socialist comrade, Herr Davidssohn, was speaking from the desk in the centre of the tribune, at which all members must stand when addressing the House, I now saw Liebknecht walking up the aisle leading from the Socialist seats to the President's chair as unobtrusively as possible.
The attitude of the Social Democratic party toward the peasant Socialists and their program was characterized by that same certainty that small agricultural holdings were to pass away, and by the same contemptuous attitude toward the peasant life and peasant aspirations that we find in the writings of Marx, Engels, Liebknecht, and many other Marxists.

"The Europe which will arise from this, the most gigantic of all crises, will in many respects not resemble the old one," continued von Bethmann-Hollweg. But I overlook it. One becomes adept in the matter of overlooking insults. You will need me. I am known everywhere. I was with Liebknecht in the Schloss when he slept in the Kaiser's bed. Ho! it was a symbol for you to see him crawl between the sheets. Alas! he slept but poorly, with the marines standing guard and frowning at the bed as if it were capable of something.
He next quoted Liebknecht to the effect that there were only 200,000 individuals in Germany, and Guesde, Jaurès's chief Socialist opponent in France, to the effect that the number was the same in the latter country, who, on account of their economic interests, were directly and completely opposed to Socialism; and this being the case, he held that the task of the body of working people already organized by the Socialists against capitalism, was gradually to draw all but this 200,000 into the Socialist ranks.
In 1900 Wilhelm Liebknecht, who up to the time of his death was as influential as Bebel in the German Party, pointed out that those party members who disavowed Socialist principles in their practical application were far more dangerous to the movement than those who made wholesale theoretical assaults on the Socialist philosophy, and that political alliances with capitalist parties were far worse than the repudiation of the teachings of Karl Marx.
