The leaders and followers were absorbed in the great world of America; but that world has been deeply affected and moulded by this seemingly slight and transitory impulse. How much of the wise and universal liberalizing of all views and methods is due to it! How much of the moral training that revealed itself in the war was part of its influence!

Without her the vision of enlarging and liberalizing their own particular business to meet the needs of the New Democracy which so exalted the women of the Revolution, would not to-day be as nearly realized as it is. To speak slightingly of her part in the women's movement is uncomprehending.

There is a vast work for clubs to do throughout the country in the investigation of moral and social questions, in the reformation of abuses, in the cultivation of best influences; not the influence of class or clique or party, but a wide, liberalizing, educational influence which works for true goodness, for cleanliness, for order, for equal opportunities, for the recognition of God in man and nature, in whatever stage of unfolding the Divine in us may happen to be.

It took away the sting of military ascendency, and raised men of genius to an equality with nobles; and as the universities were the centres of liberal sentiments and all liberalizing ideas, they must have exerted no small influence on the war of liberation itself, as well as on the cause of patriotism, which was the foundation of the future greatness of Prussia.

Can that be called free trade? There is another point of view in which we could wish to protest against the shouts and fallacies of the hour. Trade, perhaps the most corrupt and corrupting influence of life or, if second to anything in evil, second only to politics is proclaimed to be the great means of humanizing, enlightening, liberalizing, and improving the human race!

The most interesting and peculiar phase of the new liberalism has little directly to do with the specific tenets of theological Unitarianism, and in fact marked a revolt against the more prosaic and conventional pattern of English and American Unitarian thought. But this movement, known as Transcendentalism, would have been impossible without a preliminary and liberalizing stirring of the soil.

Five years more of progress such as she has made last year, and Western Australia will become fitted for and obtain constitutional government. The liberalizing of the Australian constitutions is entirely a matter of time, but the direction is pretty well indicated.

In order to show criminal conspiracy, therefore, on the part of a labor union, it was necessary to prove that either the intent or the method was criminal, for it was not a criminal offense to combine for the purpose of raising wages or bettering conditions or seeking to have all laborers join the union. The liberalizing influence of this decision upon labor law can hardly be over-estimated.

On May 28, 1945, in asking the Congress to raise the ceiling on benefits for civilian unemployed to not less than 25 dollars a week during the immediate reconversion period, I suggested that the Congress also consider liberalizing veterans' allowances. Elsewhere in this Message I reiterate my recommendation with respect to emergency unemployment compensation.

We must take urgent measures for the readjustment period ahead. The Congress for some time has been considering legislation designed to supplement at Federal expense, during the immediate reconversion period, compensation payments to the unemployed. Again I urge the Congress to enact legislation liberalizing unemployment compensation benefits and extending the coverage.
