With respect to the allies, they declared, that France offered to make the Rhine the barrier of the empire; to yield Brisac, Fort Kehl, and Landau, and raze all the fortresses both on the other side of the Rhine, and in the islands of that river; that the protestant interest in Germany would be re-settled on the footing of the treaty of Westphalia; that the Spanish Netherlands, the kingdoms of Naples and Sardinia, the duchy of Milan, and the places belonging to Spain on the coast of Tuscany, might be yielded to his Imperial majesty; but the disposition of Sicily was not yet determined; that the demands of the states-general with relation to commerce, and the barrier in the Low Countries, would be granted with a few exceptions, which might be compensated by other expedients; that no great progress had yet been made upon the pretensions of Portugal; but that those of Prussia would be admitted by France without much difficulty; that the difference between the barrier demanded by the duke of Savoy in the year one thousand seven hundred and nine, and that which France now offered, was very inconsiderable; that the elector palatine should maintain his present rank among the electors; and that France would acknowledge the electoral dignity in the house of Hanover.
The Emperor went without halting as far as Strasburg; and the day after his arrival in this town, the army began to file out over the bridge of Kehl. On the evening before this march, the Emperor had ordered the general officers to be on the banks of the Rhine on the following day, at exactly six in the morning.
The mystic soul of Nature laid hold on him next, saying, "Come! understand, interpret me!" He was awakened one morning by the jingle of sledge-bells along the street beneath his windows. Winter had descended betimes from the mountains: the pale Rhine below the bridge of boats on the long way to Kehl was swollen with ice, and for the first time he realised that Switzerland was at hand.
I have deemed it my duty to omit no particular of the moral and political character of a man whose existence was subsequently so injurious to the reputation of Marie Antoinette. A superb pavilion had been prepared upon the frontier near Kehl.
In like manner, in the campaign of 1796, the coup de main attempted by the Austrians for the purpose of taking possession of Kehl and destroying the bridge whilst Moreau was returning from Bavaria, would have had very important consequences if it had not failed.
It may be seen by the example of the camp of Buntzelwitz, which saved Frederick in 1761, and by those of Kehl and Dusseldorf in 1796, that such a refuge may prove of the greatest importance. The camp of Ulm, in 1800, enabled Kray to arrest for a whole month the army of Moreau on the Danube; and Wellington derived great advantages from his camp of Torres-Vedras.
In 1800, Moreau, wishing to deceive Kray as to the true direction of his march, carried his left wing toward Rastadt from Kehl, whilst he was really filing off his army toward Stockach; his left, having simply shown itself, returned toward the center by Fribourg in Brisgau.
For there is nothing comfortable in it to the human memory otherwise. But first he needs, and the Kaiser is aware of it, a "basis on the Rhine;" free bridge over the Rhine, not by Strasburg and Kehl alone: and for this reason, he will have to besiege and capture Philipsburg first of all.
"The enemy was better acquainted with the city than we were ourselves, and his fire was of a precision that extorted our admiration more than once. Cannons planted in Kehl sent their shells high over the citadel, like blows from a friend. An artillery that, after the third shot, found the proper curve and bent the cross on the cathedral, cannot plead extenuating circumstances and stray shots."
Ou a garrison, troupe flasque, Se rendit si piteusement Apres la premiere bourasque Du canon francais foudroyant. You recognize Kehl in this description. No, said I to him; of passports We never had the whim.
