Some members, with a view of defending the minister, demanded time in order that the Assembly might reflect on the charge, and thus, at least, affect the impartiality of justice. "Hasten!" exclaimed Isnard; "whilst you are deliberating perhaps the traitor will flee." "I have been a long time judge," replied Boulanger, "and never did I decree capital punishment so lightly."
Next were recalled the proscribed conventionalists; already, some time since, their outlawry had been reversed. Isnard and Louvet wrote to the assembly to be reinstated in their rights; they were met by the objection as to the consequences of the 31st of May, and the insurrections of the departments.
A senatus consultant of March legalized this monstrous innovation, which led to the exclusion from the Tribunate of zealous republicans like Benjamin Constant, Isnard, Ganilh, Daunou, and Chénier.
December 22, 1340, three contractors, Isnard and Raymond Durand and Jacques Gasquet, received 1,273 florins for the completed new tower, with its barbicans, battlements and machicoulis, which was on the site and which retained the appellation of the Tour de la Campane, or Bell Tower.
Know, then, that in the realm of France there was a gentleman, Isnard, Comte de Roussillon, by name, who, being in ill-health, kept ever in attendance on him a physician, one Master Gerard of Narbonne.
Yet there were many notable men among the new deputies, nearly all, however, Jacobins: Brissot, the journalist, soon to be leader of a wing of the party that detaches itself from the one that follows Robespierre; Vergniaud, great as an orator; Isnard, Guadet, Gensonné; Condorcet, marquis and mathematician, philosopher, physicist and republican, noble mind and practical thinker; Cambon, stalwart in politics as in finance; Couthon, hostile to Brissot, later to be one of the Robespierre triumvirate.
The Committee of Public Safety, anxious to retain supreme power, tried for some middle course that might satisfy the mob. Barère proposed that, to relieve the Convention from its difficulty, the Girondins should pronounce their own exclusion from the assembly. The impetuous Isnard, one of the few attacked members present, accepted. This was on the 2d of June.
The section of the City even presumed to require that the Twelve should be brought before the revolutionary tribunal. Isnard, president of the assembly, replied in a solemn tone: "Listen to what I am about to say.
Isnard declared that the measures proposed until then were satisfactory to prudence, but not to justice, and the vengeance which an outraged nation owed to itself; and he thus continued:
Nothing, indeed, but the possession of some power can with any certainty discover what at the bottom is the true character of any man. Without reading the speeches of Vergniaud, Français of Nantes, Isnard, and some others of that sort, it would not be easy to conceive the passion, rancor, and malice of their tongues and hearts.
