That would be the true way to create a friendship between England and America, or between England and anything else; yes, even between England and Ireland. For this justice at least has already been done to Ireland; and as an indignant patriot I demand a more equal treatment for the two nations. I have already noted the commonplace that in order to teach internationalism we must talk nationalism.

When Lacey found that Jimmie was one of these reds, he questioned him, and they had it hot and heavy for days. How could men have done what Lenin and Trotzky had done, unless they were paid German agents? So Jimmie had to set forth the theory of internationalism; the Bolsheviki were making propaganda in Germany, they were doing more to break the power of the Kaiser than even the Allied armies.

The disapproval which attaches in our time to the word "internationalism" proves together the silliness and meanness of public opinion. Humanity is the living name of truth. Men are like each other as trees! They who rule well, rule by force and deceit; but by reason, never. The national group is a collectivity within the bosom of the chief one.

The result was the famous message of President Monroe to Congress in December 1823, which declared that the United States accepted the doctrine of non-intervention, and that they would resist any attempt on the part of the European monarchs to establish their reactionary system in the New World. See "Nationalism and Internationalism," p. 155 ff.

The true internationalism a spirit of mutual understanding and fellowship between men and nations, to replace the suspicions, the competition, and the watchful selfishness of the past generation is the moral task that lies before Europe and America to-day.

Then if built upon high ethical and moral standards where mutuality is the watch-word and the governing principle of its life, its motto might through right, power through justice, it becomes a fit and effective member of the Society of Nations. Internationalism is higher than nationalism, humanity is above the nation.

This is not the place in which to speak of internationalism as an ideal, but we may at least observe how, conceivably, patriotism may be cultivated, be greatly deepened and intensified, while at the same time and indeed because of this deepening of patriotism all international causes are also served.

The next method, the vision of the future, the new internationalism of which the living Lafayette was the symbol, is the harnessing of the united force of the peoples of the world, the union of the democracies to enforce the peace of the world.

We might mention the food problem of the world as typical, and point to the present world-wide interest and coöperation as an indication of what may come in the future in regard to all the problems of production and distribution of necessities, if we really mean anything by our internationalism.

A peace which brings the least intensity of triumph and humiliation, the most even distribution of gains and losses, would seem to give an atmosphere most favourable to the growth of pacific internationalism.
