Thus the indemnities are to be paid were such conditions possible in thirty years and for at least twenty years afterwards by people still unborn at the time of the War. This cursing of the guilty people has no parallel in modern history. We must go back to the early ages of humanity to find anything of the kind.

The indemnities levied upon this class by the Bolshevist commissions in the cities have applied equally to Jew and Gentile. It is a fact that ordinary Jewish shopkeepers have been compelled to pay their full share of the indemnities so levied. Scores of thousands of Jews have had their property confiscated and been reduced to abject poverty.

It is the contemplation of this state of affairs, when he is convinced that indemnities are not to be exacted from other countries, that will do most to persuade the average intelligent German business man that peace must be had at any cost. The interests of Germany in France, England and Russia were placed with our American Ambassadors in these countries.

Its peace must be planted upon the tested foundations of political liberty. We have no selfish ends to serve. We desire no conquest, no dominion. We seek no indemnities for ourselves, no material compensation for the sacrifices we shall freely make. We are but one of the champions of the right of mankind.

The chief sources of this wealth, so far as the State was concerned, were the indemnities paid by conquered peoples, especially Carthage and Antiochus of Syria, and the booty brought home by victorious generals.
