The lesser German States would probably have seen Austria's increase with pleasure, partly because it would have helped to remove their fears of France and Russia, and partly because it would have been flattering to their pride of race, the House of Austria being Germanic in its character, though ruling directly over but few Germans, few, we mean, in comparison with the Slaves, Magyars, Italians, and other races that compose the bulk of its subjects.
These three additions to "Orosius" the Description of Europe, the two voyages of Ohthere, and the voyage of Wulfstan may be considered Alfred's own works. The Description is the king's own account of Europe in his time, and the only authentic record of the Germanic nations, written by a contemporary, so early as the ninth century.
Right away eastward the purely Austrian army of Von Pflanzer-Baltin was holding the Pruth Valley. The Germanic chain was complete, with every link welded together. When the Russian offensive opened on March 19, 1915, the entire battle line still rested on the northern side of the Carpathians, and here the struggle was resumed.
There was not a man who did not realize that a great European War loomed on the horizon. In this war Austria fights of necessity as a Germanic Power, although the challenge to her has been on the ground of her Slav obligations and activities. Germany is compelled to support Austria by a law of necessity that a glance at the map of Europe explains.
He presented the nation with a statue of Frederick the Great and Harvard with a Germanic museum; he ordered a Herreshoff yacht, and asked the President's daughter, Alice Roosevelt, to christen it; he established exchange professorships in the universities; and he began a campaign aimed apparently at securing for Germany the support of the entire American people, or, failing that, at organizing for German purposes the German-born element within the United States.
At a more peaceful period the Germanic Union would have managed its own interests, and Rodolph, like so many others of his rank, might have hidden his deficiencies in a mysterious obscurity. But the urgent demand for the qualities in which he was most deficient revealed his incapacity.
Russia, Sweden, and above all England, complained of this violation of the Germanic empire; the German princes themselves were silent, and the weak sovereign on whose territory the outrage had been committed, requested in a diplomatic note, that nothing more should be said of the event that had happened.
