In mere fact, the Germanic power has been wrong about Servia, wrong about Russia, wrong about Belgium, wrong about England, wrong about Italy. But there was a reason for its being wrong everywhere; and of that root reason, which has moved half the world against it, I shall speak later. For that is something too omnipresent to be proved, too indisputable to be helped by detail.
The susceptibilities of these races and nations, from both the northern and southern climes, springing from either the Germanic or Latin stock, belonging to either the Catholic or Protestant communion, some democratic, others totalitarian in outlook, some socialistic, others capitalistic in their tendencies, differing widely in their customs and standards of living, should at all times be carefully considered, and under no circumstances neglected.
When it is said that a Dane learns the German, and a Spaniard the Italian or the Latin, more easily than they learn any other language, it is at first thought that this facility results from the identity of a great number of roots, common to all the Germanic tongues, or to those of Latin Europe; it is not considered, that, with this resemblance of sounds, there is another resemblance, which acts more powerfully on nations of a common origin.

The brown-haired Celtic nations were certainly different from the race of the light-haired Germanic nations; and though the Druid caste recalls to our minds one of the institutions of the Ganges, this does not demonstrate that the idiom of the Celts belongs, like that of the nations of Odin, to a branch of the Indo-Pelasgic languages.

If they do not outvote them, the people of Germanic, of Slavonic, of Pelasgic, of Mongolian stock outnumber the prepotent Celts; and March seldom found his speculation centred upon one of these.
