Large as the number of abolitionists became and bright as the future of their cause seemed, the more the antislavery men saw of the freedmen in congested districts, the more inclined the reformers were to think that instant abolition was an event which they "could not reasonably expect, and perhaps could not desire."
The excellent statesmen who, so to speak, sprang from the earth under Trajan, were not improvised. They had served in preceding reigns; but they had enjoyed but little influence, and had been cast into the shade by the freedmen and favorite slaves of the Emperor. Thus we find men of the first ability occupying high posts under Nero. The framework was good.
They fled as the Israelites did from the bondage of Egypt, with that sort of instinctive terror which has in all ages led individuals, peoples, and races to flee from the scene of oppression. There was also great suffering in the camp of freedmen. The officers wished me to aid them in persuading these people to go down to the island, as they were afraid of being returned to slavery at the close of the war, and desired to push as far into the free States as possible, and very loath to go back "an inch," as one of the officers expressed it.
A Bureau was created, "to continue during the present War of Rebellion, and for one year thereafter," to which was given "the supervision and management of all abandoned lands and the control of all subjects relating to refugees and freedmen," under "such rules and regulations as may be presented by the head of the Bureau and approved by the President."
It was unsafe to walk in the streets of Freetown during the forty-eight hours that followed its capture, because the French crews, with too much of the Company's port wine in their heads to aim straight, were firing at the pigs of the poor freedmen over whom they had achieved such a questionable victory.
Other freedmen found their way to this community in later years and it became so prosperous that it was selected as the site of Wilberforce University. This transplantation extended into Michigan. With the help of persons philanthropically inclined there sprang up a flourishing group of Negroes in Detroit.
From time immemorial the Roman of quality exercised a sort of government over his freedmen and dependents, and was consulted by them in all their more important affairs; a client, for instance, was careful not to give his children in marriage without having obtained the consent of his patron, and very often the latter directly arranged the match.
On the other hand, it failed to begin the establishment of good will between ex-masters and freedmen, to guard its work wholly from paternalistic methods, which discouraged self-reliance, and to carry out to any considerable extent its implied promises to furnish the freedmen with land."
