Pursuant to their peace treaty, Egypt and Israel have made steady progress in the normalization of their relations in a variety of fields, bringing the benefits of peace directly to their people. The new relationship between Egypt and Israel stands as an example of peaceful cooperation in an increasingly fragmented and turbulent region.

Once the process is reversed, the decline may move quickly or slowly, but as it proceeds the civilization is fragmented and eventually dissolved or taken over by a more vigorous rival. At all stages of this cycle there have been life and death survival struggles. Peoples, nations and empires entered the contest, played their parts, made their contribution to the up-building process.

Such a strategy might include surprise attack; short intense military action; the threat or use of nuclear, biological and/or chemical weapons; advanced surveillance measures and precision munitions; and warfare carried out on a fragmented battlefield which includes attacks on the capitals of other nations by means of ballistic missiles or unconventional warfare forces.

Such agencies are the trappings, decorations and fringes of a civilization. There is no justification for such a selective approach. Success in politics has been described as the art of selecting the possible and bringing it to fruition. Every community is more or less fragmented by deviations, contradictions, confrontations and conflicts.
