These two proposals, along with carefully-phased tax reductions for individuals, will improve both economic efficiency and tax equity. I urge the Congress to enact legislation along the lines and timetable I have proposed. The FY 1982 budget I have sent to the Congress continues our four-year policy of prudence and restraint.
At this time the child was five years old, and a regular attendant at "Ma'am Kilbourne's" school on West Street, to which she walked every day hand in hand with her chubby, rosy-faced, bare-footed, four-year- old brother, Henry Ward. With the ability to read germinated the intense literary longing that was to be hers through life.
First, we must move quickly to complete the unfinished business of our country: to balance the budget, renew our democracy, and finish the job of welfare reform. Over the last four years we have brought new economic growth by investing in our people, expanding our exports, cutting our deficits, creating over 11 million new jobs, a four-year record.
The South had no resources for a three-year or four-year war, but it had an institution, an idea, and a determination. If you will recall it, at the close of the war there were practically no men left in the South. This war will be over when the fighting men of Germany have been killed off."
The three prime reforms, all of them of literally inestimable value, are, first, the substitution of four-year details from the line for permanent appointments in the so-called staff divisions; second, the establishment of a corps of artillery with a chief at the head; third, the establishment of a maximum and minimum limit for the Army.
We could be proud that after decades of finger-pointing and failure, together we ended the old welfare system. And we're now replacing welfare checks with paychecks. Last year, after a record four-year decline in welfare rolls I challenged our nation to move two million more Americans off welfare by the year 2000. I'm pleased to report we have also met that goal two full years ahead of schedule.
The Whig party was now a powerful machine, and its leaders would take the people into their confidence. "The honesty of plain men" became a favorite expression of the time; and Adams, Clay, and Webster repeated the experiment of Jackson, Calhoun, and Benton in 1828, in a four-year campaign against Van Buren.
John Quincy Adams said that half of the members wanted office, and the other half wanted office for their relatives. In 1820 the Four Years' Act substituted a four-year tenure of office, in place of a term at the pleasure of the President, for most of the federal appointments.
A Newsweek article had proven to his satisfaction that love was not a splendid thing. It was just a four-year addiction at best. The article had theorized that primitive man needed to stay with the woman long enough to help with the child's welfare by feeding the creature and its mother during those years when the baby encumbered the woman from hunting on her own. He didn't need more than that.
"Under this four-year rotation the value of the crops produced has decreased twenty-six per cent. in twelve years. What influence will impress that fact upon the minds of American landowners? A loss amounting to more than one-fourth of the productive power of the land in a rotation with clover seeded every fourth year!
