The next morning I went to a fitting-out shop, and asked the lad who attended how much money I should have to pay for a pair of blue trousers, waistcoat, and jacket. The lad told me that I might have a very nice suit for twenty-two shillings. Twenty-two shillings! What an enormous sum it appeared to me then; and then there was a straw hat to buy, and a pair of shoes and stockings.

Her build proves the skill of the architect; her fitting-out, a judgment in which nought has been sacrificed to, although everything has been directed by, taste; and her neatness and arrangement, that, in the person of her commander, to the strictest discipline there is united the practical knowledge of a thorough seaman.

Among the subjects upon which it was desirable to obtain information I included negotations, treaties, military measures such as recruiting troops beyond the amount settled for the peace establishment, movements of troops, the formation of camps and magazines, financial operations, the fitting-out of ships, and many other things, which, though not important in themselves, frequently lead to the knowledge of what is important.

Most people are curious to know how, from a state of total inaction, or what is called "laid up in ordinary," a ship is brought forward into real service. I have therefore thought it right to "begin with the beginning," and tell how a man-of-war is first commissioned. This leads to the fitting-out; that is, getting in the masts, putting the rigging overhead, stowing the holds, and so on.

And I am very glad that it is so; for I have just received a letter from my friend Vavassour, in which he informs me that he has been posted to the new frigate Europa, launched last week at Portsmouth and now fitting-out; that he has entered your name on her books; and that, if you feel sufficiently recovered to resume duty, he would very strongly advise you to proceed to Portsmouth at once and assist in the operation of fitting-out, as he is of opinion that by doing so you will gain a considerable amount of knowledge that will be of the utmost value to you when you come to sit for your examination.

"And a very creditable `all, too," answered the Admiral, evidently well pleased. "And what about your seamanship?" he continued. "I believe I am pretty good at that too, sir," I said. "I was at Portsmouth, in the dockyard, every day during the fitting-out of the frigate, and watched the whole process of rigging her. When I first saw her she had nothing standing but her three lower-masts."

There was too much bustle going forward for anything of the sort; they, as well as everybody in the ship, were kept hard at work from sunrise to sunset, and they were both so sleepy at night, when they turned into their hammocks, that they instantly fell fast asleep. Ben had thus an opportunity of observing the whole process of fitting-out a ship.

Meanwhile the child was left as a legacy to the grandfather, but incredible though it may appear, he was not allowed to bring it to the estate during the sanctified lifetime of Mr Humbert. The young men had reached the limit of their period ashore; it was only fourteen days, but that was all that could be spared, as the vessels they were to sail in were nearly at the fitting-out stage.

There were eleven of them already uncovered, and small trucks ran up to their sides to feed the fitting-out crews such items as air tanks and gyro assemblies and steering rocket piping and motors, and short wave communicators and control boards. Exit doors were being fitted. The last two hulls to be uncovered were being inspected with portable x-ray outfits, in search of flaws.
