The Legislatures of Connecticut and Rhode Island responded promptly by appointing delegates to meet at Hartford on the 15th of December; and the proposed convention seemed to receive popular indorsement in the congressional elections, for with but two exceptions all the Congressmen chosen were Federalists.
The constitution provided that the person having the greatest number of votes should be President, and that the person having the next highest number of votes should be Vice-President. For several days the ballot was taken. The Federalists or Tories supported Mr. Burr, and the Democrats Mr. Jefferson. At last the choice fell upon the latter, and Mr. Burr was elected to the Vice-Presidency.
Different reports were current, as to the circumstances of the tragic event and the last words of the victim; endless questions were asked concerning the assassin, all that anyone knew was that it was a young woman sent by those traitors, the federalists.
The moderates, who were in a majority, occupied, as their name implied, an intermediate position between the unitarians or revolutionary party, who wished for a centralised republic after the French model, and the federalists or conservatives, who aimed at retaining so far as possible the rights of the several provinces and towns to manage their own affairs.
The disasters of the war had convinced almost every man of the necessity of investing the government with the power to wield the resources of the country more readily; and, accordingly, we find leading Republicans, like Judge Story, John Quincy Adams, and Mr. Clay, favoring the measures which had formerly been the special rallying-cries of the Federalists.
At this period an apprehension being expressed to him that if he was elected Federalists would be excluded from office, he said, he should exclude no person for political opinion, or on account of personal opposition to him; but that his great object would be to break up the remnant of all party distinctions, and to bring the whole people together, in point of sentiment, as much as possible; and that he should turn no one out of office on account of his conduct or opinions in the approaching election.
By moderation men destroy the Republic; by violence they do the same. "August and terrible the functions of a judge, functions defined by the wisest of mankind! It is not aristocrats alone, federalists, scoundrels of the Orleans faction, open enemies of the fatherland, that we must strike down.
There is in politics as in religion an accepted doctrine of justification by faith; and this, perhaps, sustained him when, twelve years later, as Jefferson's secretary of state, he learned from his chief that, as "Federalists seldom died and never resigned," party necessities must find a way of supplementing the law of nature.
They sold all the ships of the navy except thirteen, they ordered prosecutions under the Sedition law to be stopped, they repealed all the internal taxes laid by the Federalists, they cut down the army to 2500 men, and reduced the expenses of government to $3,700,000 per year a sum which would not now pay the cost of running the government for three days.
It was impossible for federalism to resist the individualistic tendency of the country for any length of time; it is the monument of the party that it secured, before it fell, abiding guaranties for the security of the individual under freedom. The genius of the federalists was largely practical.
