On the 22nd March the Emperor-elect issued the mandate categorically cancelling the entire monarchy scheme, it being declared that he would now form a Responsible Cabinet. Until that date the Government Gazette had actually perpetrated the folly of publishing side by side Imperial Edicts and Presidential Mandates the first for Chinese eyes, the second for foreign consumption.
This report filled the emperor-elect with dismay, and he turned to the Milanese envoys with the words, "I know that the Duke of Milan has great power in Italy, and has proved his faith and good intentions towards myself, but I hope, since he is so wise in everything, that he will make some difference between me and the King of France."
Forthwith he plunged into Italian politics, being determined to make good his claim both to Naples and to Milan; he made most friendly arrangements with the Archduke Charles, his future rival, promising to help him in securing, when the time came, the vast inheritances of his two grandfathers, Maximilian, the Emperor-elect, and Ferdinand of Aragon; never was a less wise agreement entered upon.
The Emperor Francis had, on the 10th of August, assumed the Imperial title accorded to his house, of Emperor-elect of Germany, Hereditary Emperor of Austria, King of Bohemia and Hungary. He had then given orders to M. de Cobentzel to go to Aix-la- Chapelle to present his credentials to Napoleon.

In this same year an army under the Duc de Longueville, endeavouring to relieve Therouenne, besieged by the English and Maximilian, the Emperor-elect, was caught and crushed at Guinegate. A diversion in favour of Louis XII., made by James IV. of Scotland, failed completely; the Scottish King was defeated and slain at Flodden Field.
Once again it was whispered that so great an impression did this fateful warning produce on the Emperor-elect that he was within an ace of cancelling the disastrous scheme which now enmeshed him. But in the end family influence won the day; and stubbornly and doggedly the doomed man pushed on with his attempt to crush revolt and consolidate his crumbling position.
On April 10, 1110, she was formally betrothed to the emperor-elect at Utrecht. On July 25, she was crowned Queen of Germany at Mainz. Then she was committed to the care of the Archbishop of Trier, who was to superintend her education. On January 7,1114, just before Matilda had completed her twelfth year, the marriage was celebrated at Mainz, in the presence of a great assembly.
