There must be something essentially noble in an elective ruler who can descend to the level of confidential ease without forfeiting respect, something very manly in one who can break through the etiquette of his conventional rank and trust himself to the reason and intelligence of those who have elected him.

Any organisation which rested on "the elective principle," and provided an arena for free public discussion, was sure to be well received, and these conditions were fulfilled by the Zemstvo. The expectations excited were of various kinds. People who thought more of political than economic progress saw in the Zemstvo the basis of boundless popular liberty.

The same position was re-asserted in the resolutions adopted at that meeting, which declared that "while the Constitution of the United States leaves the qualifications of electors to the various States, it nowhere gives them the right to deprive any citizen of the elective franchise which is possessed by any other citizen; the right to regulate not including the right to prohibit the franchise;" that "those provisions of the several State constitutions which exclude women from the franchise on account of sex, are violative alike of the letter and spirit of the Federal Constitution;" and that "as the Fourteenth and Fifteenth Amendments to the Constitution have established the right of women to the elective franchise, we demand of the present Congress a declaratory act which shall secure us at once in the exercise of this right."

Yet Germany, from the beginning to the end of the Middle Ages, was badly governed. This was not due solely to the circumstance that the German monarchy was in principle elective.

A six years' course prepared a young man to enter college. A three years' course in theoretical and practical agriculture was also laid out. The studies were elective, and pupils could enter any department for which they were qualified. There were various other details, the most striking of which was that every pupil was expected to spend from one to two hours daily in manual labor.

As the right of voting carries with it the right to hold any elective office, a great change must take place in Washington life. Now for some years the divergence of society and politics has been increasing at the capital.

However much the world may have improved in many respects in the lapse of upward of two thousand years since the remark was made by the virtuous and indignant Roman, I fear that a strict examination of the annals of some of the modern elective governments would develop similar instances of violated confidence.

It also advocated the simplification of the existing complex system of government in the mining districts, whereby commissioners, police authorities, commissariat officials, and magistrates all worked independently of each other, and suggested the substitution therefor of experienced "wardens" at the head of elective boards, who should not only dispose, with the aid of skilled assessors, of disputes specially connected with mining operations, but who should have power to issue by-laws adapted to the special requirements of each district.
