But of what use is it to substitute the way of the reckless and bloodyminded for the way of the cautious and humane? Is England any the better for the wreck of Clerkenwell prison, or Ireland for the disestablishment of the Irish Church?

The gist of his Letter may be shortly stated. He is inclined to think the decision arrived at by the Judicial Committee a mistaken one. But he thinks that it would be a greater and a worse mistake to make this decision, wrong as it may be, a reason for looking favourably on disestablishment as a remedy for what is complained of.

The Annual Register for 1869 declared that the bill "was carried through in the face of a united and powerful opposition, mainly by the resolute will and unflinching energy of the Prime Minister.... Upon the whole, whatever may be thought of its merits or demerits, it can hardly be disputed that the Act of the Disestablishment of the Irish Church, introduced and carried into a law within somewhat less than five months, was the most remarkable legislative achievement of modern times."

The disestablishment of the English Church in Ireland was one of the most righteous acts of this reign. Whether the great English Statesman will be equally successful in securing Home Rule for that unhappy land, upon which he has staked the final effort of his life, remains to be seen.

Love of liberty brought about the disestablishment of the Church, and love of toleration made Holland follow this measure in the fifties by the emancipation of the Roman Catholics. Every one who is acquainted with Dutch history understands that these two things have as much meaning for Dutch political as for Dutch religious life.

In his view, therefore, the ordinary cry for disestablishment was not the recognition of a tenable and consistent principle, but an attempt to arrange a temporary compromise which could only work under special conditions, and must break up whenever men's minds were really stirred.

Now, I ask you, if, after what has taken place, you are able, unhappily able, to prevent the progress of the movement which is now on foot for the disestablishment of the State Church in Ireland, are you not of opinion that it will create great dissatisfaction; that it will add to the existing discontent; that it will make those that are hopeful despair; and that men rash men, if you like strong and earnest men, will speak to those that hitherto have not been rash, and have not been earnest, and will say, 'You see at last; is this not a proof convincing and unanswerable, that the Imperial Parliament sitting in London is not capable of hearing our complaints, and of doing that justice which we as a people require at its hands?

Which comes to saying that a lasting peace is possible on no other terms than the disestablishment of the Imperial dynasty and the abrogation of all feudalistic remnants of privilege in the Fatherland and its allies, together with the reduction of those countries to the status of commonwealths made up of ungraded men.

Yet only the year before, in 1867, the explosion of some gunpowder at Clerkenwell by a band of desperadoes, to the death and wounding of many innocent people, had brought the question of the disestablishment of the Irish Church, in the mind of Mr.
