It is curious to speculate what might have happened if the capital of the United States had been fixed at New York instead of Washington! From this decentralization there results a lack of literary self- confidence that is one of the most important factors in the intellectual life of America.
In the state governments on the other hand we find a high degree of administrative decentralization. The governor, unlike the President, was not given any adequate power to control those entrusted with the execution of state laws. A multitude of directly elected local officials are the agents of the state for this purpose.
He therefore reserved for him the triumph of his gradual conversion. Be that as it might, it was neither of centralization nor of decentralization that the young Count proposed to speak to Madame de Tecle, when, at the appointed hour, he presented himself before her. He found her in the garden, which, like the house, was of an ancient, severe, and monastic style.
Only in the early years of the most lurid century of the Middle Ages, when decentralization culminated, and the imagination began to gain its fullest intensity, did the period of monastic consolidation open with the foundation of Cluny. There was no episcopal visitation, and no interference with the election of the abbot.
During this drafting of the Permanent Constitution, admittance had been absolutely refused to Yuan Shih-kai's delegates who had been sent to urge a modification of the decentralization which had been such a characteristic of the Nanking Instrument.
Later in the same month Count Berchtold startled Europe with his 'progressive decentralization' scheme of reform for Macedonia. The Bulgarian army was fully prepared for the fray, and the autumn manoeuvres had permitted the concentration unobserved of a considerable portion of it, ready to strike when the time came. Mobilisation was ordered on September 30, 1912.
I like this because I hope that our inherited English may be constantly freshened and revived from the native sources which our literary decentralization will help to keep open, and I will own that as I turn over novels coming from Philadelphia, from New Mexico, from Boston, from Tennessee, from rural New England, from New York, every local flavor of diction gives me courage and pleasure.
"Affectionately yours, "F. W. Newman." As regards Newman's opinions on one of the national questions which so closely concern us to-day the Drink Traffic they are very clearly and definitely stated in an article he wrote in the year 1877, and which appeared in Fraser's Magazine, in re Sir Wilfrid Lawson's Bill. Here again decentralization was the key-note, as he firmly believed, of the remedy.
He, moreover, predicted, in the course of these travels, the radical changes which would take place in that continent, foreshadowed the movement of the decentralization of political power which would inevitably be set in motion, alluded to the troubles that would overtake Turkey, anticipated the persecution of the Jews on the European continent, and categorically asserted that the “banner of the unity of mankind would be hoisted, that the tabernacle of universal peace would be raised and the world become another world.”
The first step, it seems to me, towards governmental reform, is decentralization, with a return to the States, the civic communities and the individual citizens of nine-tenths of the powers and the prerogatives that have been taken from them in defiance of abstract justice, of the principles of free government and of the theory of the workable unit of human scale.
