"The creation of some body with centralized authority over the whole Empire," Premier Botha of South Africa cogently insisted, "would be a step entirely antagonistic to the policy of Great Britain which has been so successful in the past .... It is the policy of decentralization which has made the Empire the power granted to its various peoples to govern themselves."

I do not advance an empty hypothesis when I say, that were it possible that industry should concentrate itself upon a single point, there must, from its nature, arise spontaneously, and in its midst, AN IRRESISTIBLE POWER OF DECENTRALIZATION.

At this point we are concerned with an objection even more vital and more conclusive. Upon the question of centralization or decentralization, of Federal power or State autonomy, there is room for rational difference of opinion.

"As a practical matter, and facing the issue, I would preach the practice of de-centralization in government and business which will in time develop the individual and accomplish the desired end. * Decentralization should be carried to such an extent that the units of business would be of such size that the head could again have a personal relation with each individual associated with him. * With the personal relation again established, unionism as at present practiced would again be unnecessary, and the unions would become once more guilds for the development and advancement of the individual."

As for the Imperial household, such was its condition that it barely subsisted on presents made by certain military magnates, so complete was the decentralization of the empire in this period. But the impossibility of achieving such a programme soon came to be recognized and reconciliation was substituted.

A more effective method of decentralization could not have been devised. It was inevitable that, under such a system, the provincial magnates should settle matters to their own liking without reference to Kyoto, and that, the better to enforce their will, they should equip themselves with armed retinues.

The future of India lies in the greatest possible decentralization in India subject to the general, but unmeddlesome, control of the Governor-General in Council, and in the greatest possible freedom of the Government of India from all interference from home, except in regard to those broad principles of policy which it must always rest with the Imperial Government, represented by the Secretary of State in Council, to determine.
