I reorganised the service, and the post went out on the 1st of April as usual. Such are my remembrances of the 31st of March. A Provisional Government was established, of which M. de Talleyrand was appointed President. The other members were General Beurnonville, Comte Francois de Jaucourt, the Due Dalberg, who had married one of Maria Louisa's ladies of honour, and the Abby de Montesquieu.
They included the rulers of South Germany, as well as Dalberg the Arch-Chancellor, who now took the title of Prince Primate, the Grand-Duke of Berg, the Landgrave, now Grand-Duke, of Hesse-Darmstadt, two Princes of the House of Nassau, and seven lesser potentates. In some cases German laws were abolished in favour of the Code Napoléon.

The experience of Schiller at Mannheim illustrates the higher uses of adversity. Had he been well and happy, he might have written his third play, won the good will of Dalberg and then stuck fast for years in the Palatinate; which would have been a misfortune for him and for German letters. As it was, Mannheim gradually became odious to him. He had no buoyancy of spirit.
Sadly, loyalty to the Emperor was so much diminished in the Senate and the legislative body, that there were leading members of these assemblies, such as Tallyrand, the Duc de Dalberg, Laisné and others, who through secret emissaries informed the allied sovereigns of the dissatisfaction among the upper-class Parisians with Napoleon, and invited them to come and attack the capital.
Evidently we must be prepared for all things in the way of sentimental extravagance. After two weeks of idle waiting Schiller was able to report that Dalberg had returned and was showing himself very friendly. The man was 'all fire, only it was gunpowder flame that would not last long. The genial intendant insisted that Schiller should by all means remain in Mannheim.
'God knows I have not been happy here', he wrote to Reinwald in May, 1784. His life was full of petty worries and distractions which weighted his imagination as with lead. As his year drew to an end he imagined that he had but to say the word to have his contract with the Mannheim theater renewed, but it was not so; Dalberg had quietly decided to get rid of him.
